BRIEF DESCRIPTION:
The Project Manager will ensure comprehensive coordination, technical support for the implementing partner, and ongoing monitoring of the “Multisectoral Emergency Intervention for Migrants in Transit” in Juradó. Although they will not have staff, they will be responsible for supporting the implementing partner and directly coordinating the WASH sector, led by HEKS EPER, ensuring quality and compliance with standards. They will also ensure the achievement of objectives, the quality of activities, and coordination with local authorities, donors, and other humanitarian actors.
MINIMUM QUALIFICATION:
University studies or equivalent experience in areas related to project management, advanced management studies, logistics, peace and conflict studies, social sciences, or similar.
Demonstrable experience of at least two years in comprehensive humanitarian project management is required, including team coordination and engagement with key stakeholders at the local and institutional levels. Experience in one or more of the following sectors is desirable: WASH, Food Security, and Emergency Response.
REQUIRED EXPERIENCE:
- University studies or equivalent experience in project management, social sciences, international cooperation, or related areas.
- Experience in technical support to implementing partners.
- Knowledge of cross-cutting approaches: protection, gender and Do No Harm.
- Minimum of two years of demonstrable experience in emergency humanitarian project management, including activity planning, budget monitoring, procurement management, etc.
- Knowledge and consideration of cross-cutting issues in humanitarian projects: gender perspective, environmental sustainability, among others.
- Demonstrable experience in management and networking in international cooperation or the international NGO environment (e.g., clusters or inter-agency working groups).
- Demonstrable experience in implementing humanitarian projects in hard-to-reach areas and volatile environments.
- Experience in security management at the level of humanitarian project implementation in volatile security contexts.
- Experience in monitoring, evaluation, accountability and learning.

Objective 1: Technical support to the implementing partner
- Coordinate and advise the SNPS in the implementation of protection, psychosocial, legal, and food assistance activities.
- Monitor the achievement of objectives and goals.
- Facilitate induction workshops on administrative, financial, and quality procedures.
- Ensure the application of gender approaches and Do No Harm.
- Identify future training topics.
- Ensure compliance with quality standards.
Objective 2: Direct implementation of the ASH sector
- Plan and supervise all WASH activities carried out by HEKS EPER.
- Manage contracts and acquisition of supplies for WASH.
- Conduct field visits to assess the quality and effectiveness of WASH interventions.
- Ensure compliance with Sphere and IASC standards in the sector.
Objective 3: Monitoring and quality
- Monitor indicators and update the tracking matrix.
- Prepare technical and financial progress reports (5W, monthly reports).
- Coordinate quality reviews and adjust strategies based on findings.
- Technical support coordinator for the intervention.
- Remove potential obstacles to implementation in advance of HEKS EPER coordination.
Objective 4: Networking and security management
- Attend relevant humanitarian system meetings individually or, as required, with the Field Coordinator and/or Technical Coordinator.
- Support in the production of promotional materials for activities (interviews, videos).
- Appropriately represent the organization when necessary.
- Maintain fluid communication with local authorities and other humanitarian actors in the area.
- Ensure that external stakeholders involved in the project comply with minimum standards such as the code of conduct.
- Contribute to the security management of personnel, assets, suppliers, and beneficiaries in the intervention areas.
- Contribute to the organization of visits by HEKS EPER staff and/or external advisors and facilitate appropriate and proactive security management.

The main location of the project is Quibdó, Chocó. However, for the successful development of project activities and HEKS EPER’s strategy in the area, frequent business trips to hard-to-reach locations in the department of Chocó will be necessary.
The contract will last six months, with the contracting process expected to conclude in July 2025.
