Background
The Resources towards Elimination of Children Vulnerability (REVE) project is a USAID-funded Cooperative Agreement implemented by Save the Children in Côte d’Ivoire. Under REVE, Save the Children currently works with 33 local partners to strengthen the capacity of communities and families to ensure the wellbeing of their vulnerable members, including orphans and vulnerable children (OVC), people living with HIV (PLHIV) and adolescent girls. REVE is implemented in the 13 health regions of Abidjan 1 and II, Grand Pont, Goh, Loh-Djiboua, Haut Sassandra, Bélier, Gountougo, Agneby-Tiassa, Me, Gbeke, Moronou and Indenie- Djuablin.
Localization is a USAID and PEPFAR priority and a major component of Save the Children’s implementation under REVE. As a result, during COP21 (FY22) Save the Children has intensely assessed and strengthened the capacity of two local organizations in order to support their transition to become direct recipients of USAID funding. In COP22 (FY23), Save the Children expects to target two additional local organizations to also undertake the transitioning process.
To successfully capture lessons learned from REVE’s capacity strengthening effort, and inform organizational practices going forward, Save the Children is establishing a series of learning activities to comprehensively document the process of capacity strengthening as a key component of localization and further understanding of the process, challenges, lessons learned and outcomes.
Justification
In an effort to develop, document and disseminate the REVE project’s local capacity strengthening efforts, Save the Children will engage a consultant who will lead, develop and coordinate key activities aimed at taking stock and assessing both organizational and system-level impacts of capacity strengthening activities. The consultant will facilitate the
documentation and dissemination of knowledge generated in close collaboration with Save the Children Knowledge Management (KM) and Organizational Capacity Development (OCD) teams.
Objective:
1. To document lessons learned, emerging best practices and challenges from the REVE Local Solution Partner (LSP) capacity strengthening effort.
2. To make an initial assessment on the impact of organizational capacity strengthening activities conducted within the framework of the REVE project in Cote D’Ivoire.
Key Activities
The consultant is expected to undertake the following activities:
· Lead and facilitate the lessons learned workshop aimed at eliciting successes, best practices and challenges from the REVE project’s LSP award effort process.
· Conduct a systems-analysis situating capacity strengthening activities, and their documented outcomes, within the broader HIV/AIDS prevention system in CIV and assessing the impacts strengthened capacities of targeted actors have/will have on that system.
· Provide overall quality control and technical assistance for writing, editing, and packaging of key knowledge products to be agreed upon with the knowledge management focal person.
· Manage and support project-related visibility efforts, including but not limited to the organization of brown bag presentations, webinars, etc.
· Coordinate the production of a final report on REVE’s localization effort.
Assignment Design and Methodology
The consultant is expected to initiate this assignment by conducting literature review of relevant REVE project documents. He/she will then conduct work sessions with relevant Save the Children REVE staff, selected LSP staff and any other entity involved in the broader HIV/AIDS prevention system in CIV. The consultant should be able to state the methodology that he/she will take to achieve the above objectives including the establishment of the status of outcome related measures, such as condition prior to the project intervention.
Specific Deliverables
· A report containing key lessons learned, best practices & recommendations to improve further Local Solution Partners capacity building efforts.
· A report on the impact of REVE’s OCD effort from the inception of the project with an annex on the systems analysis and assessment on the impacts and sustainability of local
capacity strengthening activities in the HIV/AIDS prevention, care and support system in Cote D’Ivoire.
· One lesson learned workshop facilitated.
· 2 external visibility activities implemented, including a brown bag presentation and a webinar on the REVE LSP effort.
Roles of Save the Children:
Save the Children will provide applicable REVE project documents to the consultant in support of the stated objectives. REVE project leadership and the Organizational Capacity Development (OCD) team will help to facilitate internal and external meetings in support of the stated objectives. The consultancy will be supervised by the REVE Chief of Party and SCI Communication Director.
Responsibility of the Consultant
· Prepare and present an inception report to the REVE team. The report should demonstrate the consults’ understanding of the assignment and should detail a breakdown of activities, timelines, and methodology/approach to be used.
· Undertake primary and secondary data collection through qualitative and quantitative approaches.
· Analyze and interpret data and thereafter prepare a draft report and share with the REVE Team and the key stakeholders for review.
· Discuss any gaps in the draft with the REVE Project team and come up with ways of addressing the gaps if any
· Prepare and implement external visibility activities, including a brown bag presentation and a webinar on the REVE LSP effort
Requirement for Position
· Fluency in French and English
· Minimum of ten (10) years professional experience in international development and/or global health
· Experience conducting systems analysis
· Ability to work long term in Cote d’Ivoire (local preferred)
· Experience in facilitation of large- and small-scale groups
· Strong analytical, written and oral communication skills
· Knowledge of Côte d’Ivoire preferred
· Previous organization capacity strengthening experience preferred
· Previous experienced with USAID or PEPFAR-funded projects strongly preferred
· Minimum of 5 years’ proven experience in documentation of program learning, project management, lessons learn with substantial ability to produce, high quality reports, case studies or policy briefs in a simple & accessible manner.
