Founded in 1979, Action Against Hunger is an international non-governmental organization fighting world hunger. Its charter of humanitarian principles—independence, neutrality, non-discrimination, free and direct access to victims, professionalism, and transparency—has been its foundation for over 40 years. Its mission is to save lives by eliminating hunger through the prevention, detection, and treatment of malnutrition, particularly during and after emergencies related to conflict and natural disasters. Mission :
Under the supervision of the Advocacy Expert and in close collaboration with the FONGI Secretariat, your mission will be to strengthen collective and organizational advocacy efforts for the DRC.
In this context, your responsibilities will be to:
Contribute to ACF’s advocacy in the DRC:
Develop advocacy materials (talking points, briefing notes, testimonials, position papers), consistent with ACF’s advocacy strategy and validated messages.
Monitor and analyze political and regulatory developments at the national, regional, and international levels: related to humanitarian access, the protection of civilians, and IHL.
Contribute to the qualitative and quantitative analysis of data to support evidence-based advocacy, in coordination with the MEAL, technical, and program teams.
Support the Advocacy Expert, the Country Director, and other relevant officials in the preparation of various events.
Contribute to the coordination and implementation of the advocacy efforts of the Forum of International NGOs (FONGI):
Support the coordination of the FONGI Advocacy Working Group (information sharing and core group), facilitating exchanges and identifying synergies between member organizations.
Ensure the implementation of agreed advocacy initiatives.
Contribute to the drafting of advocacy products (talking points, briefs, position papers, reports) based on collective priorities.
Monitor developments relevant to collective international NGO positioning and advocacy messages in the DRC.
Support FONGI leadership in the preparation of external engagements.
Liaise with global advocacy initiatives/forums, including within platforms such as InterAction and ICVA, to ensure continued visibility of issues in the DRC.
Contribute to the organization of collective advocacy events, including the annual workshop and the planning of key advocacy moments.
Ensure that the stakeholder mapping linked to the advocacy strategy is regularly updated and reflects key political developments in the context.
Intentionally include national NGOs (NNGOs) in external events.
Profile :
You hold a Master’s degree (Bac+5) in social sciences, international relations, international humanitarian law, political science, development studies, or a related field.
You have at least 2 years of experience in the humanitarian sector, including at least 1 year in advocacy. You have demonstrated expertise in political analysis, advocacy strategy, production of communication materials, and coordination of advocacy initiatives.
You have research experience in qualitative and quantitative data analysis. You are able to formulate strategic messages based on evidence and adapt them to complex contexts.
You are proficient in humanitarian issues, IHL, resilience dynamics, and influence strategies in protracted crisis contexts.
You are autonomous, with excellent analytical and synthesis skills, and comfortable in multicultural environments.
You are fluent in French and English, both written and spoken.
Conditions of employment
Vaccination against MPOX is recommended for employees traveling to this country.
Fixed-term contract under French law: 6 months until 12/31/2025
Gross monthly salary: from 2130 to 2475 euros depending on experience, including 13th month
Retirement insurance reimbursement for non-French citizens: 16% of gross monthly salary
Increase in basic salary: 6% every 12 months of continuous contract
Per diem and monthly living expenses: $974 net, paid in the field
Monthly context allowance: 150 euros
Child allowance: 1500 euros per year and per child present in the country of origin (ceiling of 6000 euros/year)
Transport and accommodation: Coverage of travel and collective accommodation
Medical coverage: 100% of the coverage of health contributions and repatriation insurance, your medical expenses until 1 month after the end of your contract
Salary maintenance arrangements (illness, maternity, paternity)
Leave and RnR: 25 days per year of CP and 20 RnR per year; cover for the ticket with a ceiling to go to the chosen break zone, and 215 euros of fixed compensation per RnR
