The mission

Solidarités International (SI) first intervened in Haiti after Hurricane Jeanne in 2004. Following the 2010 earthquake, its intervention focused on emergency response through activities to provide access to basic Water, Hygiene and Sanitation (WASH) services for vulnerable populations. Since then, SI has become a major player in WASH emergency response and risk reduction related to waterborne diseases in collaboration with the National Directorate of Drinking Water and Sanitation (DINEPA), particularly in the various displacement sites affected by urban violence thanks to its mobile drinking water, sanitation and hygiene team (EMO-EPAH), which is able to deploy to all emergency sites in the country, as well as to the most vulnerable schools in the ZMPP. SI was a key player in the fight against cholera in Haiti between 2010 and 2019, and then against COVID-19. Since the resurgence of cholera in October 2022, SI has been leveraging this expertise and mobilizing to ensure a rapid response to cholera alerts in collaboration with the Ministry of Public Health and Population (MSPP), while working to strengthen community engagement in the fight against cholera and disseminating prevention messages.

Since 2012, SI has also been an influential player in the food security sector, with activities based on the innovative use of electronic coupons with monetary value via the RedRose system, and activities for agricultural recovery and livelihood diversification. SI also has expertise in Disaster Risk Reduction (DRR), and supports municipalities in developing municipal contingency plans and conducting disaster preparedness exercises (SIMEX).

SI therefore relies on the technical expertise and experience of its 50 national employees who work closely with vulnerable populations, on its solid experience of the Haitian context and on its technical expertise in the EHA and SAME sectors at both institutional and local levels.

Job Description

GENERAL OBJECTIVE

The EHA GRE RP is responsible for implementing the activities of result 3 of the ECHO project and result 2 of the CDCS:
He is responsible for monitoring the relationship with the project partners in these activities.
He is the guarantor of the proper execution and quality of the activities implemented, and where necessary, suggests adjustments or developments to ensure their relevance.

The specific objectives are as follows:

  • Strengthening the drinking water supply system through the construction and rehabilitation of water kiosks, the creation of network extensions for the connection of kiosks (Fountain Terminal) and to the Bourdon reservoir, the development of springs and the construction/rehabilitation of water points in Cité Soleil
  • Work closely with state water structures on the development and implementation of social engineering adapted to the resilience activities planned within the framework of the project.
  • Strengthen the framework for consultation and collaboration with local authorities DINEPA, OREPA, CTE, Town Hall, (governance)

SPECIFIC ISSUES AND CHALLENGES

  • Desire to develop more sustainable actions in ERM in an unstable security context
  • Difficulty in obtaining the necessary parts and resources
  • Evaluation and capitalization to be implemented for writing project proposals
  • Recruitment of the specific GRE team

PRIORITIES FOR THE FIRST 2-3 MONTHS

Implementation of the water resources management component, with a large infrastructure, road and engineering component to be planned + planning with local authorities and communities + community mapping to be done

SECURITY CONSTRAINTS

Haiti is categorized as Level 4. Security is quite volatile/degraded in Port-au-Prince due to the presence of gangs but does not prevent the conduct of activities. The mission’s security rules are strict (7 p.m. curfew), restrictions on exits and movements

Your profile

DIPLOMA AND EXPERIENCE

Higher degree (Master 2 or equivalent) in a field related to project management.

Experience in the humanitarian sector: 3 to 4 years

Experience in a similar position: first experience required

IF will offer you the following conditions

A salaried position: Depending on experience, from EUR 2310 gross per month (2100 euros basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750

SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.

Breaks: During the mission, a system of alternating between work and leave is implemented at the rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical expenses, dental and eye care, and repatriation) and a welfare system that includes war risks. Essential vaccination and antimalarial treatment costs are reimbursed.

  • The office is also decent, well located in a quiet residential area, currently being developed.
