I. DESCRIPTION OF CARE INTERNATIONAL IN THE DRC

In accordance with the fundamental values of CARE International and to contribute to the achievement of its vision and mission, the Resource Mobilization Manager will be responsible for resource mobilization (drafting and submitting projects) and monitoring relations with donors (drafting reports, contacts).

II. JOB SUMMARY

The Resource Mobilization Manager leads the development of new projects to ensure the financial sustainability of the country office. They oversee the development and implementation of an effective resource mobilization strategy, create new funding opportunities, maintain consistent donor relationships, and develop high-quality proposals. They also seek to increase revenue for CARE’s country programs through funding opportunities (national, multilateral, or global) and by building partnerships with donors.

He/she also plays a key role in overseeing, managing and quality controlling the entire proposal development process, ensuring a compliant proposal that meets the donor’s needs, while meeting donor and CARE requirements and internal standards.

He/she supports the program team in developing innovative programs for subsequent submissions to donors. Finally, he/she plays an important role in advocating to ensure that proposals reflect CARE’s program and innovative approaches.

He/she will have to manage the project development process in coordination with the Program Director, Program coordinators, project managers, Country Director and CMPs;

He/she will have to manage relations with CMPs, donors and guarantee CARE standards;

Based in Goma and/or Kinshasa, he/she will make frequent visits to field offices across the country.

She/He will act as a leader and will have to promote collegial responsibility within the Program team, and also, will ensure the promotion of the participation of each of the team members, which will contribute to increasing accountability and better management of talents and knowledge as well as the participation of team members in achieving the programmatic vision of CARE DRC.

III. RESPONSIBILITIES AND TASKS

1. Strategically manage the fundraising process in coordination with Development & Quality Program Coordinators, the Humanitarian Coordinator, project managers, the Country Director and CARE member offices.

  • Develop a resource mobilization plan and update it regularly
  • Support the development of new proposals and fundraising efforts in coordination with the Dev & Qualities Coordinator and the Country Director and CMPs
  • Engage and negotiate with local and/or international partners for consortium development as needed.
  • Liaise with CMPs, the regional office and Headquarters to improve country visibility, through sharing success stories and other data reflecting the change and transformation of our work.
  • Visit field offices to learn about the programs
  • Organize staff capacity building sessions
  • Lead the design and implementation of the country’s resource mobilization strategy/plan aimed at increasing revenue and partnerships with stakeholders at the national, regional and global levels to implement the country strategy; review it regularly and keep it updated (including donor prospecting plans, pipeline, donor levels, etc.
  • Coordinate business development and fundraising activities with relevant CARE staff in-country and at regional/HQ/CARE Member Partner (CMP) level; ensure agreed elements of the strategy/plan are delivered on time and to standard; escalate any serious shortcomings to the Head of Department and report on progress to the Senior Management Team (SMT).
  • Coordinate weekly/monthly Fundraising Working Group meetings to lead the team in developing innovative fundraising ideas and reviewing ongoing projects.
  • Actively identify, qualify and monitor funding and partnership opportunities with institutional and other donors in a systematic manner to support CARE’s programs in the country, make an initial assessment of CARE’s ability to compete effectively and make proposals on how to pursue opportunities, facilitate negotiations on the selection of the lead applicant and support the Head of Department and the CD for the final decision.
  • Establish links with the confederation’s funding architecture to access opportunities and expertise. Streamline support for and build collaborative relationships with donor account managers at CMP headquarters. Participate and actively engage in relevant fundraising forums. Collaborate to support the Confederation’s public fundraising by effectively matching in-country program needs with CMP’s public fundraising efforts.
  • Use the “Go/No Go” process to assess the suitability of funding opportunities; take ownership of the process to pursue those that are appropriate.

2. Management of proposals and relations with CMPs, donors and ensuring CARE standards with the Program Director

  • Be the delegated focal point for donor communications with the DVT Qlté Coordinator.
  • Ensure quality donor reporting is submitted in a timely manner in collaboration with all stakeholders;
  • Ensure that grant information and reports are transmitted to various departments, including on SharePoint;
  • Support program staff in the reporting process, including collecting information and data needed for reporting, visibility and communication;
  • Support the management of information, particularly on the Pays drive and activity trackers;
  • Lead/coordinate the conceptualization of new projects, coordinate submissions, including multi-country submissions. This includes preparing all necessary groundwork for proposal development and bid management, assisting in the establishment of bid development teams, leading proposal development processes, ensuring inclusive and quality risk assessment, quality program, design, narrative and budget development, and internal approval; managing consultants as needed; acting as the country office focal point for regional/global submissions; and potentially contributing as needed to proposal writing/revision in coordination with program staff.
  • Ensure that project plans, resource requirements and budgets are logically and clearly articulated, in response to a compelling theory of change and in alignment with CARE’s program strategy and donor requirements
  • Leverage professional relationships and support from the confederation to follow up on submitted funding proposals; adjust or rework proposals to make them more attractive.
  • Respect and enforce the confederation’s policies and guidelines on funding
  • Work closely with program coordinators and the CD to build consortia in advance for large and complex proposals that require bringing together different organizations/institutions.

3. Strategic donor engagement and visibility

  • Strengthen CARE’s reputation with key stakeholders, donors and partners to improve and expand resource mobilization and shape future partnerships.
  • Working closely with the Program Coordinators, proactively support engagement on a strategic basis with institutional donors to facilitate technical program exchanges; identify key areas of potential cooperation, including program funding; and ensure the building and management of CARE’s relationships with institutional donor representatives in a country and multi-country context, building on CARE’s track record and reputation.
  • Increase CO visibility – internal/external by mapping or identifying visibility opportunities for CO

4. Impact and learning

  • Contribute to the development of innovative programs and help conceptualize CARE’s evolving/changing role in potential projects for submission to donors. Participate in CARE DRC’s efforts to leverage knowledge for dynamic program design, adjusting program strategies/plans as well as theories of change based on emerging lessons. Work with Program Partnerships Learning (PPL) and the MEAL Department Head to reconcile/align donor priorities and CARE strategies; ensure donor priorities are incorporated into program/project design to the extent possible.
  • Ensure effective dissemination and use of learning and results that promote the CO’s positioning with traditional and non-traditional donors.
  • Feed new projects with knowledge and learning.
  • Participate in or initiate co-design opportunities with funders in support of the Head of Department; seek to bring innovative ideas, high-quality research and monitoring and evaluation data into discussions, and influence their strategies and approaches as needed.
  • Conduct after-action reviews of proposals to continuously improve proposal quality and incorporate these learnings into future proposal design efforts.
  • Maintain a database of proposals and manage the organization of relevant resource mobilization products, such as fact sheets, capacity statements and other project briefs.

5. Improving capabilities and processes

  • Develop and maintain systems to facilitate CARE’s response to calls for proposals; prepare analytical reports of CARE’s past experience to reflect on lessons learned; and design and facilitate workshops to strengthen the capacity of CARE staff and partners to successfully pursue calls for proposals.
  • Develop business development guidance documents to capture this knowledge and learning from the proposals.

JOB PROFILE

Education/Qualification

  • Bachelor’s and/or Master’s degree in a relevant field (economics, development management, international development, law, business administration, social sciences or development studies).
  • Advanced degree in a relevant field involving research methods and statistics.

Experience

  • At least 7 years of experience in designing and implementing resource mobilization strategies in a humanitarian and development context;
  • A minimum of 5 years (out of 7 years) of experience in writing proposals for institutional donors, foundations, the private sector, etc.

Technical Skills, Experience & Knowledge

  • Demonstrated experience and success in engaging with bilateral and multilateral donors for an international agency such as CARE.
  • Proven ability to design and implement resource mobilization strategies
  • Proven ability to identify/develop/maintain business opportunities and partnerships
  • Experience working with and leading technical teams to develop complex program proposals funded by institutional donors
  • Experience in facilitating workshops and training on proposals

  • Ability to adapt and work in a multicultural, multilingual and multidisciplinary environment.
  • Experience in capacity building in program funding or related field.
  • Excellent oral and written communication skills in English and the ability to analyze and synthesize complex issues.
  • Good knowledge of government decision-making processes, both political and technical, including budgetary processes, appropriations, protocols and communications.
  • Proven strong ability to identify and articulate strategic and policy issues through effective oral and written briefings.
  • Strong interpersonal skills and team spirit
  • Ability to make effective and timely decisions and take prudent risks
  • Excellent computer skills, including various office applications and internet navigation
  • Solid understanding of the rights-based and gender justice approach,
  • Experience in the NGO sector
