Médecins du Monde-France (MdM-F) has been active in Myanmar since 1994, delivering crucial harm reduction and HIV/AIDS services to key populations. In Kachin State, programs target people who use drugs, offering needle exchange, methadone treatment, HIV testing, and medical care. In Yangon, MMM’s efforts are directed towards female sex workers and LGBTQI+ individuals, offering comprehensive harm reduction and sexual and reproductive health services through local partners. Crucially, MdM invests in strengthening local civil society organizations, enabling them to play a larger role in healthcare delivery. In addition, Médecins du Monde-France (MdM-F) will soon launch a new three-year project titled “Collective Actions and Social Change for Comprehensive Harm Reduction Among Key Populations in Myanmar.” The project aims to improve access to harm reduction and Sexual and Reproductive Health (SRH) services and strengthen the resilience of targeted beneficiaries – Female Sex Workers (FSW), Men who have Sex with Men (MSM), and Transgender Women (TGW). The project will be implemented in partnership with 3 local organizations in four main regions of Myanmar – Yangon, Mandalay, Bago, and Ayeyarwady. The project will support and scale up the delivery of and access to comprehensive harm reduction services and SRH services.

Recently after the record-breaking earthquake happened in Sagaing and Mandalay region, Médecins du Monde-France (MdM-F) will launch emergency response program focusing primary health care (mobile and fixed clinics), distribution of hygienic essential items, awareness sessions on preventing disease outbreaks, including cholera and respiratory infections and referral support to specialized healthcare facilities. The project will be implemented directly or in partnership with local organizations in Mandalay region (mobile visit to Sagaing) of Myanmar.

The project will support and scale up the delivery of and access to primary health care services currently required for earthquake affected populations.

I. Hierarchical & Functional links

The Deputy Finance Coordinator works under the direct authority and responsibility of the Finance Coordinator, to whom s/he has to report. The Deputy Finance Coordinator is the direct line manager of Accounts Officer.

II. Job Purpose

The purpose of this position is to support the Finance Coordinator on enhancing financial management system and quality with integrated accountability and transparency. S/he provides technical support to the finance team in Yangon and Kachin on need basis.

III. Tasks and Responsibilities

  1. Monitoring and Compliance
  • Monitor the compliance of updated policy, procedures, and controls and provide technical support to the teams on queries.
  • Maintain regular oversight on bank and cash management ensuring compliance with standard practices and laid down procedures.
  • Make sure payments are made after thorough review of invoices/supporting documents and compliance procedures are duly adhered including validations in line with approval matrix.
  • Regulate accountancy closure process in line with the guidance of Finance Coordinator and highlight bottlenecks accordingly.
  • Perform a precise review of consolidated accountancy at mission level to ensure quality of accountancy pack in accordance with accountancy checklist.
  • Pay particular attention on the accuracy of expense allocation in terms of analytical codes including project codes, project lines and donor financial lines.
  • Coordinate with HQ on accountancy matters under the guidance of Finance Coordinator.

2.Treasury management

  • Make sure funds transfer cycle is completed for the money transfer from HQ to the mission on monthly basis.
  • Prepare monthly fund request after consolidating treasury need of all mission offices including contingencies if any.
  • Highlight and integrate if there is any adhoc need at mission level.
  • Coordinate with financial service provider under the supervision of Finance Coordinator to perform agreed process for the money transfer.
  • Transfer the funds to other mission offices in line with their validated fund request.
  • Highlight and seek guidance if there is any difficulty transferring funds to the mission offices.
  • Make sure sufficient cash in foreign currency is available as per the direction of Finance Coordinator.
  • Coordinate with bank for matters related to the bank signatories, submission of documents for mission accounts, and other challenges for funds transfer.

3.Budgeting and Reporting

  • Update BFF on monthly basis with actual expenditure and optimized forecast in coordination with budget holders.
  • Prepare initial analysis of financial performance and share with Finance Coordinator for finalization.
  • Revise BFF structure as per the direction of Finance Coordinator to make it more productive and in line with donor budgets.
  • Play active role in preparing MdM annual and donor budgets while coordinating with budget holders for estimates under the supervision of Finance Coordinator.
  • Take lead on making necessary adjustments in the budget construction process to meet the donors and HQ requirements.
  • Prepare donor financial reports as per reporting calendar and guidelines and share with Finance Coordinator for final review and finalization.
  • Highlight variances and discrepancies in the financial reports and provide reasons based on actual expenditure tendency vs budget allocations

4. Grant and Fiscal audits

  • Remain focal person for grant monitoring, internal and external audits.
  • Coordinate with auditors and provide financial data and reports as per the scope of the audit.
  • Make sure vouchers and supporting documents are readily available to the auditors for their review and feedback.
  • Coordinate internally with staff for documents/queries and explanations as needed by the auditors.
  • Share with supervisor regular updates and observations of the ongoing audits.
  • Submit initial response of audit queries to Finance Coordinator for review and finalization.
  • Recommend changes and improvements in the operations because of audit exercise and suggestions.

5.Team Building and capacity building

  • Maintain regular communication and facilitate interactions with the staff.
  • Manage situations of conflict at the first level and ask for support from supervisor when needed.
  • Plan monthly meeting/discussion with team members based on accountancy feedback to bring overall quality and efficiency in the process.
  • Provide technical support and organize sessions for the team based on their needs and building general capacity.

Any other tasks assigned by the supervisor or management.

Qualifications and Experiences

Education (Essential)

University Degree in Finance, Accounting, Economics or related field

Additional Qualification (if any)

Accounting training/ Diploma or Certificate.

Professional Experience

At least 5 years working experience in accounting and finance field. Preferably working experience in the field of accounting and finance in local NGO or INGO.

MdM SALARY RANGE SOCIAL BENEFITS:

Salary Range : 3,685,961 MMK
