SPARK is launching a new programme funded by Islamic Development Bank (IsDB) for Jordan and Lebanon. The position will be under direct supervision of the Regional Programme Director/or Manager. The programme manager will work in close coordination with the Regional Programme team as well as country teams.

The specific objective of the programme is to create employment opportunities to ensure increased economic inclusion, jobs creation and to facilitate access to the labour market in cooperation with the local private sector. The programme will be implemented in Jordan and Lebanon. The programme manager needs to be based in either Jordan or Lebanon.

The Programme Manager will lead the implementation of the components of the programme and work directly with partners on SME support and other activities. The programme manager may be asked to also engage in additional SME and job creation projects as assigned.

Main Tasks and Responsibilities

The responsibilities and tasks include, but are not limited to:

  • Lead the management and implementation of the ISDB STEPS programme.
  • Responsible for budget and working planning
  • Make sure that all program documents are available and regularly updated
  • Responsible for representation and stakeholder management relevant to the programme (in coordination with other regional and in-country staff);
  • Responsible for planning and reporting of the programme;
  • To prepare monthly/quarterly and yearly Plan of Action/ Narrative /Financial reports, and to ensure effective implementation of the general project Work Plan and also forecasting of activities and operational costs matching the budget pipeline. Ensure that the program activities are carried out in the area according to SPARK requirements
  • Provide inputs for acquisition to support programme development and expansion of SPARK’s portfolio;
  • Scouting of new local partners in Lebanon and Jordan for the identified SPARK strategy pillars, green, digital and women’s empowerment
  • Contribute to the implementation of other/new programmes as assigned.
  • Support liaison with Gulf donors
  • Other tasks as required.

Requirements and Skills

  • Advanced level degree in economic development, business studies or a related discipline,
  • Minimum of 5-7 years of relevant work experience in programme management for international organizations, or 3 years of experience in programme management combined with 3-5 years’ relevant private sector experience,
  • Proven experience in programme management including budget management and donor reporting;
  • Experience in building partnerships with private sector companies, public bodies and NGOs,
  • A background working on entrepreneurship and/or supporting or working for business support centers would be considered a strong asset,
  • Fluency in written and spoken English and Arabic
  • Proven organizational skills and the ability to work independently;
  • Strong writing and reporting skills;
  • Good communication and social skills and the ability to work in a multicultural setting with a small and young team;
  • Prior experience working on higher education programmes is an advantage;
  • Prior experience working on entrepreneurship and employability programmes and/or experience working in the private sector is an asset;
  • Gender awareness;
  • Ability to work under stressful conditions.
