Senior Responsive Information Officer At International Rescue Committee

IRC Poland: On 8 February 2022 three IRC staff arrived in Poland to initiate scoping of local and national actors in Warsaw, Lublin, and Rzeszow as well as across the Western, Central, and Eastern regions in Ukraine. When on 24 February Russian troops entered eastern Ukraine with the aim of toppling the government led by President Volodymyr Zelenskyy and conflict-affected individuals started fleeing to neighboring countries, the IRC established a presence in Poland to build partnerships with local state, civil society, and private sector actors to respond to needs of arriving refugees. As of April 26, over 5.3 million people have fled Ukraine seeking safety with nearly 50% (2.9 million) of those displaced fleeing to Poland.[1] Reports indicate almost all arrivals in Poland are women and children, including those that are unaccompanied and separated, as well as older persons. IRC Poland’s goal is to ensure the survival of emergency-affected people in a way that enables their safety, dignity, and empowerment. Working in the program areas of economic recovery and development and safety, the IRC will accomplish this by working to see that 1) People affected by the war in Ukraine are able to meet their immediate and basic needs with safety and dignity and avoid harmful coping mechanisms and 2) People affected by the war in Ukraine are protected and supported to recover from the consequences of violence and displacement through equitable access to services and information.

Job Overview: Under the supervision of the Protection and Rule of Law Manager, the Senior Responsive Information Officer will support the Integrated Protection (IP) program team in monitoring available information sharing platforms in Poland relevant to refugees, and manage content development, standardizing, harmonizing and dissemination to support refugee population with access to critical information that would inform their decision-making. The incumbent will additionally support with organizing the information to be shared with refugees, and making it accessible and available using various channels, languages, comprehension levels and dissemination strategies. The Senior Responsive Information Officer will support the Senior Protection M&E Officer to develop information needs assessment and tracking tools to inform beneficiary satisfaction and responsive information strategies.

Specifically, the Senior Responsive Information Officer will be responsible for:

1.1 Map out and monitor available information dissemination platforms and identify ways to support these platforms including through standardized messaging, harmonized content, and service maps for referrals.

1.2 In close coordination with PRoL Manager, and relevant technical advisors, assess the information needs and preferred channels of the affected populations and develop responsive information content addressing these needs.

1.3 In collaboration with the Senior Protection M&E Officer, and PRoL Manager, draft tools to assess the satisfaction of beneficiaries with the information disseminated and its usefulness to address their queries.

1.4 Support the PRoL Manager in conducting and regularly updating a service map of available services in program locations and establish safe referral pathways with various service providers at local level in program locations.

1.5 Support with translating the responsive information content to the relevant languages or comprehension levels as preferred by the affected communities.

1.6 Ensure capacity building and technical support of the Protection Monitoring data collectors on data collection, data entry for rapid assessment, data sharing protocols, and protection monitoring processes in the targeted location.

1.7 Support partner capacity on questions of data protection and information content management

1.8 Analyse information gaps amongst community members to feed into future content creation

1.9 Write periodic information monitoring reports

1.10 Work closely with the Sr Protection Analysis Officer to ensure provision of responsive information is complementary to the inter-agency protection analysis exercise to which IRC will feed in.

1.11 Support the PRoL Manager to develop program report related to donor requirement and program requirement.

Requirements:

– Language: Excellent written and spoken Ukrainian and English. Polish a distinct advantage.

– Bachelor of Arts or Science in Social Work, Human Rights, Social Science, Public Health, Humanities or other related field, desirable

– Previous experience in information development, management and/or provision

– Experience in working with advanced Excel and data management tools a distinct advantage

– Experience working in a non-governmental organization or in the humanitarian sector an asset

– Experience facilitating group activities, trainings and workshops and mentoring others

– Excellent communication skills

– Demonstrated understanding of and ability to maintain confidentiality and respect for clients/beneficiaries

– Positive and professional attitude, including ability to lead and work well in a team setting as well as independently

– High degree of flexibility and strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail

– Computer literate, including Microsoft Office, Outlook, etc.

Duty station: Warsaw, with frequent travel to other program locations (Lublin, Krakow, Wroclaw, etc.)
