Senior Finance Officer – Internal / Northern Aleppo At GOAL

General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and partners, delivering food, and non-food programming to highly vulnerable populations, as well as emergency support for recently displaced households.

Job purpose:

The main purpose of this position is to assist in managing, accounting, and monitoring, all payments, vouchers, and other relevant financial matters about GOAL-SYRIA activities for the day-to-day cash inflows and outflows, vouchers ensuring proper systems and that procedures are being followed, as well as assist Finance Staff in Syria of the above-mentioned matters and to assist the FM in preparation of relevant reports.

Duties, objectives and competencies

  • Oversee Maintenance of all the cashbooks and their reconciliations on a timely basis, including liaising with FM to ensure sufficient funds are on hand.
  • Reconciliation with money traders and make sure that our balances in all currencies are completely accurate and equal to those in cashbooks.
  • Oversee petty cash maintenance and bank register maintenance, ensuring all expenses are reasonable and appropriately authorised and recorded.
  • Monitor floats outstanding and ensures they are cleared regularly.
  • Maintain excel cash books and bank books, ensuring all movements are recorded and coded to appropriate donors and projects.
  • Ensure all purchases have been made following GOAL purchasing procedures and have all relevant supporting documentation attached to the payment requisition.
  • Review & reconcile physical cash to the cash book every week prepared by the Finance officer.
  • Prepare weekly cash report & submit it to the finance manager for review.
  • Ensure payroll remittances are made each month on a timely basis.
  • Oversea payments of voucher redemption as well as all payments related to WASH activities (Salaries), cash distribution in emergency programme etc.
  • Ensure All documents are scanned and archived properly on weekly basis.
  • Review the fixed assets register month spot check for month-end files.
  • Support in preparation of documentation to facilitate donor, internal and external audits.
  • Follow up on the Ex-Change rates in Syria on daily basis.
  • Keep the FM updated on your work progress throughout the month and bring all major financial issues to his or her attention.
  • Other duties as requested by the DFM/Financial Manager.

Requirements (essential)

  • University degree in accounting or business administration.
  • Excellent computer skills including proficiency in Microsoft Excel, and Word and working knowledge of accounting systems would be an advantage.
  • Fluency in spoken and written English and Arabic is required.
  • At least 5 years of experience in accountancy and general financial management, NGO experience is preferable.
  • Willing to work in N. Aleppo.
