The overall purpose of the ICSP global grant MTR is to generate findings and recommendations for Trócaire and partners to improve and adjust performance of the current ICSP global grant and inform the next ICSP programme. As a secondary purpose, it will also aim to inform the design of Trócaire’s next Strategic Plan.
The objectives of the Global Grant MTR are:
1. Assess the effectiveness and relevance of Trócaire’s food security and livelihoods interventions.
2. Identify recommendations to inform improvements and adjustments to Trócaire’s current and future food
security and livelihoods interventions and approach.
Audience: The primary audience/stakeholders for global grant MTR findings are the country office, partners,
Trócaire Global Programmes and International Divisions, Irish Aid, communities.
Scope: The MTR will focus on interventions funded by ICSP funding scheme (2023-2027) in FCAS and Climate Change and Gender Equality (CCGE) countries.
Methodology & Approach : The MTR will focus on assessing Trócaire’s FSL interventions in ICSP programmes in a sample of countries: Ethiopia (with a wide breadth of programming on Goal 2 and 4), Malawi (primarily G2 with scaling up and down of G4), and DRC (historically have G2 and G4 programming pre ICSP).
Anticipated Outputs and Deadlines : The following outputs are expected to be delivered by the consultant for the the Global Grant MTR process:
• MTR Inception Report, which details the methodology, tools and workplan, by early September 2025
• Inception Meeting, including validation of tools and workplan by Evaluation Reference Group, September 2025
• Validation meetings with key stakeholders, November 2025
• Draft MTR Report, by mid-November 2025
• Final MTR Report, by December 2025
The overall timeframe for this MTR is from August to December 2025. The consultancy will take place over a period of approximately 25 working days.
Required experience and expertise of the consultant/team
• Extensive experience in designing and conducting evaluations, research or reviews related to food security and livelihoods
• Extensive technical expertise in the design and delivery of food security and livelihoods interventions in humanitarian and development contexts.
• Strong understanding of the food security and livelihoods interventions, particularly in fragile and conflict affected states. Prior experience conducting evaluations, research or capturing learning related to food security and livelihoods.
• Advanced degree in a relevant field (such as development studies, public policy, organisational development, or social sciences).
• Relevant experience in programme delivery in complex and protracted humanitarian contexts, and ideally with experience in some of the focus countries for this evaluation.
• Demonstrated experience working with a range of actors—including international, national, and local NGOs and community-based organisations—in diverse contexts.
• Excellent English writing skills, including the ability to produce clear, analytical reports and learning-focused publications.
• Relevant experience of Results Based Management systems
• Commitment to safeguarding, including willingness to sign Trócaire’s Safeguarding Programme Participants Policy.
• Researchers or organisations based in the Global South are particularly encouraged to apply.

Proposals should include the following:
- The CV of the consultant(s), outlining relevant experience, accomplishments, and contact information of 2 references. Note: It will be a condition of the contract that CVs of all individuals engaged in the evaluation are submitted (including CVs of junior staff and anyone associates or anyone sub-contracted to work on the study). The work plan must clearly outline which individual will actively lead and deliver on each component. Senior consultants/team leaders will be responsible for successful and timely delivery of each component of the assignment.
- A written proposal, outlining the methodology, work plan and detailed budget, including the estimated number of days per deliverable and daily rate in Euro. (Maximum 6 pages
- Conflict of interest statement: Applicants should state clearly whether they have an actual or potential conflict of interest with the staff, volunteers, and/or board of Trócaire.
- 2 writing samples of similar/relevant work.
- Expressions of interest should include a proposal for the number of days required for each stage of the evaluation. A detailed timeline will be agreed during the inception phase.
