Role Information:
Job Title: Finance, HR and Logistics Officer
Place of assignment: Adamaoua region or North (within a base in the border area which remains to be defined)
Position status: National position – reserved for Cameroonians
Type and duration of contract: 12-month fixed-term contract, renewable with a trial period
Hierarchical and Functional Link: Finance, HR and Country Logistics Manager
Supervision: The Finance, HR and Logistics Officer will work in collaboration with the Country Administrative, Financial and Logistics Manager based in Yaoundé and other colleagues in Concordis International’s intervention areas on Accounting, Financial, Human Resources and Logistics aspects.
Salary: Competitive (which will be communicated at the interview)
Functions and Responsibilities:
Administration and human resources
- Develop and administer contracts and amendments for staff in the Adamaoua or North region
- Assist the Administrative, Financial and Logistics Manager throughout the recruitment process up to the complete induction of the recruit
- Organize the administrative briefing of expatriates arriving on the mission;
- Ensure the collection of variables, prepare payroll and submit to RAFL for validation;
- Ensure electronic archiving, monitoring and updating of individual staff HR files
- Check the calculation of taxes, duties and social security contributions and contribute to the payment
- Maintain relations and communication with state representations at the regional level (labor inspectorate, DGI, FNE, and various ministerial delegations)
- Provide HR and administrative support of all kinds at the grassroots level
Accounting/Finance/Treasury
- Ensure the accounting of the Concordis base in Adamaoua (recording of documents in the various journals: petty cash, advance book, mobile and bank payments where applicable)
- Ensure the physical and electronic archiving of accounting documents;
- Ensure monthly accounting closure, verification and compilation of basic accounting;
- Contribute to the annual statistical and tax declaration
- Participate in audit preparation work;
- Prepare, compile the cash request from the base to be transmitted to capital
- Assist in the development of budgets and financial reports
Logistics and procurement
- Assist the RAFL in managing the purchase of goods and materials intended for the implementation of Concordis actions in Cameroon;
- Ensure that purchasing files are complete and comply with procedures before transmission for validation;
- Contribute to the establishment of framework agreements to facilitate logistics deployment at the base level.
- Update the price and supplier list;
- Contribute to supplier registration by applying the necessary tax and ethical screening
- Participate in the planning and monitoring of maintenance and repairs of Concordis vehicles;
- Develop the guards’ schedule and ensure its follow-up;
- Carry out administrative monitoring of vehicle files;
- Ensure fuel management for vehicles and the generator;
- Ensure the maintenance and proper use of the IT equipment;
- Maintain inventory reports at the base level
Qualifications and skills required:
Essentials:
- Master’s or Bachelor’s degree in accounting, finance, economics, business management or other related disciplines;
- At least 3 years of experience in financial management within an international organization;
- Proven knowledge of financial systems, experience in supervising financial operations in the context of humanitarian project management;
- Excellent command of computer tools, particularly Microsoft Excel and Word;
- Strong communication and presentation skills;
- Ability to interact, communicate and negotiate with local authorities and communities in an open, transparent, constructive, patient and effective manner;
- Ability to grasp sensitive issues relating to cultural differences and political issues, and ability to address them with tact, diplomacy and sensitivity;
Desired:
- Experience in financial supervision or auditing of projects funded by the European Union;
- Familiarity with SYCEBNL financial operations and declarations
- Proven versatility in Finance, HR and logistics
- Efficiency, autonomy, good organizational skills;
- Respect for confidentiality and professional secrecy;
- Have an intermediate level of English to facilitate exchanges with headquarters,
