Doctors of the World is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups in Belgium and around the world. We strive for universal health coverage where everyone has access to care, without barriers.
In Belgium and around the world, our projects are aimed at all those who do not have or no longer have access to healthcare. In particular, they are structured around five areas: people on the margins of society, children in vulnerable situations, women, migrants or displaced persons, and victims of crises or conflicts.

CONTEXT
Doctors of the World has been in the Democratic Republic of Congo (DRC) since 2002.
Today, Médecins du Monde implements development and humanitarian projects in South Kivu province to help ensure access to healthcare for the most vulnerable populations, particularly in situations of armed conflict. To achieve this, our teams work hand in hand with health authorities, civil society, and communities using a Nexus and localization approach.
In the current humanitarian crisis conditions in the DRC, Médecins du Monde teams are focusing particularly on access to quality health services for internally displaced people, women, children and survivors of gender-based violence, particularly sexual violence, in areas such as Bukavu, Uvira, Lemera, Les Hauts Plateaux de Fizi and Kalehe.
Médecins du Monde Belgium has also been working in Burundi since February 2025, supporting local associations. Depending on how the context evolves, if operations continue in the coming months, this DRC HR coordinator position could take on a regional dimension and also oversee the administrative and HR aspects of Médecins du Monde in Burundi.
THE ESSENTIAL
Under the supervision of the General Coordinator, you are responsible for managing the programs of the MdM BE mission in the Democratic Republic of Congo. You will also support him/her with security management and team management.
In the Democratic Republic of Congo (DRC), the health of the population is a societal issue, particularly for the most vulnerable populations. In addition to the general lack of access to health care due to the lack of facilities, qualifications, and the distances to be covered, access to care is made more difficult by the weakened security situation in the east of the country.
DUTIES AND RESPONSIBILITIES
Under the supervision of the General Coordinator, you are responsible for the design, management, adaptation, and evaluation of MdM Belgium (MdM-BE) programs in the DRC. You will propose and implement, in line with internal and external developments and constraints, the definition of strategies and action plans for programs in the DRC. You will also be responsible for facilitation, security management, and team management.
He collaborates with the Health Coordinator, the Financial Coordinator, the Human Resources and Financial Coordinator, the Logistics Coordinator for the technical and specific aspects related to their positions.
He directly supervises the Coordinators/Project Managers in the field as well as the MEAL manager.
Program management:
- Ensures the implementation of the national institutional strategy (SIP) and action plans by department and ensures consistency between the mission’s various projects.
- Coordinates relations with partner NGOs on the mission’s various projects
- Supervises project coordinators in the programming and monitoring of budgetary consumption of contracts.
- Supervises project coordinators in the development of their MEAL plans and monitoring of contractual indicators.
- Leads monthly project reviews with the health coordinator and ensures follow-up on the resulting recommendations.
- Validates and contributes to the drafting of internal project documents, positioning documents (reference documents, activity reports, diagnostic reports, advocacy notes and documents, logical frameworks, etc.) and documents intended for donors (grant applications, reports, etc.).
- Develops and maintains the partner network and represents the organization to contacts and partners of ongoing projects/programs in the country on political, strategic and advocacy aspects.
- Supports the MEAL manager in the development of a country MEAL strategy and supervises him in monitoring its operationalization.
Representation:
- Supports the General Coordinator in relations with the authorities, international actors and national actors and the representation of MdM-be, in humanitarian coordination meetings (CRIO, OCHA, ICR, GTRR, etc.) and/or between INGOs;
- Supports the monitoring of contacts with partner organizations and local health authorities (BCZ, MCZ, provincial and national) in consultation with all stakeholders in the MDM B coordination;
- Support the General Coordinator in relations with donors: Search for funding for the implementation and continuation of the mission’s projects
Search for funding:
- Supervises and/or updates the mapping of the various health stakeholders (donors, institutions and civil society) and their short, medium or long term strategic priorities.
- Develops and monitors the local fundraising strategy.
- Identifies opportunities for international and national consortia and partnerships.
- Coordinates, in conjunction with all departments, the drafting of responses to calls for identified projects.
Monitoring of the humanitarian/security context and development of the intervention strategy:
- Supports the CG in monitoring implementation contexts and analyzing risk developments. He/she participates in proposing and organizing exploratory missions in intervention areas.
- Supports field teams and suggests strategic adaptations based on changing contexts
- Supports the CG and the security officer in monitoring the security context of the intervention zones;
Delegation of Power:
- Acts as interim CG, in the latter’s absence;
- Validates all ground movements in the absence of the CG;
- May validate, as appropriate, project expenditures according to the CG authority threshold, in the absence thereof;
YOUR PROFILE
Education and experience
- Degree in political science, management, economics, public health or development, or equivalent experience in an NGO.
- Minimum of 5 years of conclusive professional experience in a similar position essential,
- Minimum 4 years of experience in security management
- Necessary experience of working in an international NGO, in-depth knowledge of donors (DGD, EU, ECHO, OFDA, BHA, CDCS AMC, etc.),
- Technical experience required in programmatic monitoring and evaluation
- Experience in programming and budget monitoring
Specific skills
- Organizational, analytical and synthesis skills, professional autonomy, teaching qualities, writing skills.
- Rigor and impeccable morality, leadership, diplomacy, team spirit, flexibility and versatility, good stress management, solution-oriented.
- Proficiency in MS Office, advanced use of Excel
- Fluency in French and English, any other local language spoken in the DRC is a plus.
WE OFFER
- Fixed-term contract (CDD) 12 months (renewable subject to funding)
- A dynamic and international working environment with close support from MdM-BE headquarters in Brussels;
- Salary conditions:
- Gross salary: €3,622.40 gross per month for 5 years of experience; €3,807.17 gross per month for 10 years of experience; recognized relevant experience
- Per diem: €651/month
- Excellent insurance coverage: health, repatriation, pension
- Contribution to a pension scheme or payment of the equivalent of an additional €421.95 per month
- Start date: as soon as possible
- Mission location: Bukavu
