The German Red Cross Delegation in Central America (CRAL), based in Tegucigalpa, Honduras, has been providing assistance in the areas of anticipatory action, disaster risk management, climate change adaptation, water, sanitation, and hygiene (WASH), and migration since 2019. Its work focuses on strengthening capacities, building strategic alliances, and scaling up its actions at the level of rural communities, national authorities, and National Red Cross Societies.
The CRAL Delegation works in countries that have historically been exposed and vulnerable to multiple threats, with a high frequency of disasters in the context of climate change. Due to the high climate risks, the ReAdapta Project was created . It aims to strengthen comprehensive risk management in Honduras and El Salvador by including national climate objectives and promoting nature-based solutions. It will be implemented between 2025 and 2027.
ReAdapta will contribute to strengthening the capacities of communities most exposed to extreme climate events through more comprehensive and coordinated disaster risk reduction (DRR) among community organizations, government institutions, and Red Cross National Societies (NS). This will contribute to the objectives of national risk management plans (NRMPs), national climate change adaptation plans (NAPs), and Nationally Determined Contributions (NDCs).
The consultancy aims to develop a training package that includes a diagnosis, training plan, content and teaching resources that will be aimed at technicians in charge of DRR and CCA in Honduras and El Salvador who belong to specific offices of: the General Directorate of Civil Protection of El Salvador, Secretariat of State in the Offices of National Risk and Contingency Management (COPECO) of Honduras, Ministry of Environment and Natural Resources (MARN) of El Salvador, Secretariat of Natural Resources and Environment (SERNA) of Honduras, Secretariat of Women, as part of their continuous training and to facilitate their work at the national level.

Scope of the contract
- Type of contract and modality:Â Contract for External Products and Services, Lump Sum where travel, accommodation, materials and other associated expenses must be covered, which must be included in the economic offer.
- Contract Duration:Â Seventy-five (75) days of effective time.
- Location:Â The consulting team will work in Tegucigalpa, Honduras, with transfers to El Salvador. It is important that they have in-person contact with the institutions and technical teams. They must report to the Honduran Red Cross offices when requested. Virtual communication media may also be used as needed.
- Responsible person:Â The consultancy will be under the supervision of the German Red Cross technical team in coordination with the Salvadoran and Honduran Red Cross.
Required equipment and experience
- Two university professionals with a bachelor’s degree in pedagogy with a specialization in higher education. At least ten (10) years of experience working in their field, including experience in capacity assessment, design and implementation of training plans, content development, and facilitator manuals. Experience with government institutions on ACC and DRR is preferred.
- A university graduate in environmental sciences, biology, forestry, or a related field, with extensive experience in climate change adaptation and extensive knowledge of national and international climate change frameworks, national instruments such as the NDC, NAP, Risk Management Plans of Honduras and El Salvador, and Nature-Based Solutions.
- A university graduate with a degree in environmental sciences, biology, forestry, or a related field, with a specialization in disaster risk management, including extensive experience in prospective risk reduction, climate risks, and loss and damage . A graduate with a thorough understanding of national and international frameworks for disaster risk reduction (DRR), and the Risk Management Plans of Honduras and El Salvador.
- A professional with a university degree in the social sciences who specializes in gender and social inclusion. They must have experience in gender issues related to climate change and risk management from an institutional and community perspective .
- Experience working with government institutions and in Central American countries, especially Honduras and El Salvador, will be valued.
Assessment
The consultant or firm will be directly responsible for the development of the consultancy and the sole focal point. If the application is submitted outside of Honduras, the financial proposal must take into account that the Honduran tax regime retains 25% of sales tax.
The award of the contract will be determined by the following criteria and evaluation scores:
- Professional experience and technical capacity (max. 60%)
A1. Proven experience of at least 10 years in developing products related to this topic. (20%).
A2. Formation of technical teams with proven specialists. (15%)
A3. Technical proposal submitted. (25%)

Payment Methodology
Payments will be made according to the following schedule. The order is based on the receipt and approval of the main deliverables of this consultancy.
- First payment 20% of the contract once the work plan with methodologies, activities and schedule has been approved.
- Second payment 20% of the contract once the Training Needs Assessment has been approved.
- Third payment 20% of the contract once the training plan is approved.
- Fourth payment: 40% of the contract payment once the training content and facilitator manual have been approved.
