Médecins Sans Frontières, an international humanitarian medical association founded in 1971, provides medical assistance to populations whose lives are threatened: primarily in cases of armed conflict, but also epidemics, pandemics, natural disasters, or even exclusion from healthcare.
Under the hierarchical supervision of the Deputy Director of Operations and the functional supervision of the Deputy Medical Director, the Women’s Health Operations Project Manager will be responsible for the themes of Access to abortion, Access to contraception, and Field-adapted implementation of initiatives such as “Women’s House”, in close collaboration with the medical department (women’s health team, mental health, HP, nut, etc.) and other support departments.

The French section of MSF is present in around thirty countries. As part of a temporary increase in activity, we are seeking a project manager for our women’s health operations.
Context: The main objective of the Operations Department at the Paris Operational Center (OCP) is to improve the quality of MSF’s operational response by formulating, supervising and ensuring the effective implementation of its humanitarian medical activities. Within the framework of the theme of protection/access to medical care for women victims of violence (including safe abortion), the objective of the project is: – To channel the contribution of headquarters in order to effectively support operations in the field – To continue the work already carried out concerning abortion care, contraception – To lead discussions, reflections on cross-cutting activities such as “women’s houses” more specifically in contexts of violence, until its implementation.
Missions
Under the hierarchical supervision of the Deputy Director of Operations and the functional supervision of the Deputy Medical Director, the Women’s Health Operation Project Manager will be responsible for the themes of Access to abortion, Access to contraception, Adapted declination to the fields of initiatives such as “Maison des femmes” and in close collaboration with the medical department (women’s health team, mental health, HP, nut, etc.) and other support departments, the post holder will be responsible for:
1/ Managing and coordinating the medical-operational working group:
On the declination adapted to the fields of initiatives such as “Maison des femmes”: lead the internal reflection on this type of model which offers coordinated action both on the medical, social, protection, mental health, SAC access, contraception), identify 1 or 2 pilot projects to support by co-constructing the approach with the medical department while also involving the other departments given the transversality of the subject, the objective being ultimately to constitute a model likely to be taken in hand autonomously by the fields:
- Background work: develop the statement of intent and framework (problems, vision, goals, strategy) and the associated action plans: sequencing, constitution of subgroups, deliverables, pilots, schedule, budget
- Identify pilot projects in the intervention areas and their respective needs
- Prepare the means to provide feedback, data collection and capitalization
On the Access to Abortion and Access to Contraception sections
- Update action plans: sequencing, constitution of subgroups, deliverables, pilots, schedule, budget
- Review and improve the necessary tools and processes, then continue their deployment to support the implementation of care, particularly for abortion and contraception. Since the tools in place are relevant to the intersection, this issue must be supported and supported by management.
- Provide post-implementation support by maintaining direct contact with the project and coordination to ensure sustainability of care.

Production of background work then reporting and arbitration:
- Schedule regular working meetings and follow-up of files with the deputy directors in charge (fixed monthly meetings)
- Plan biannually the reporting and any arbitrations to be submitted to the Steering Committee made up of the Presidency, DG, DirOp, Medical Directorate, Presidency
Contribution :
- Facilitate transversality and multidisciplinarity: planning meetings, working time with medical referents Midwife/SGBV, Mental Health, and legal focal points, security, training, community health, patient-centered care, eHealth, protection, etc.
- Determine the relevant contributions based on the expertise identified as necessary internally (example: HR, L&D, security, ILD, association, Op etc.) and including establishing the necessary contacts with the different sections having developed similar programs and also externally
Appropriation :
- Ensure the circulation of information and monitoring of action plans at the medical-operational level: Pipo, cells, PIM, fields (projects/coordination)
- To promote the sustainability of the actions that will be implemented and move from the “project incubated by headquarters” mode to autonomous field management: propose a standard model that can be managed independently by the field
Activities :
- Continue to maintain the partnership dynamic with local and international associations working on these subjects, representation in circles of influence, politics or decision-making
- Field visits, remote support, training or implementation of awareness workshops (relying on the L&D department and available resources)
- Compile and maintain reports and records quickly and accurately (rely on the support of an intern and/or work-study student)
- Research and maintain a working knowledge of emerging issues and trends
- Participate in movement meetings on topics related to the position

Profile sought:
Experience / Training
- Field experience and knowledge of MSFOCP operations
- Qualifications as a midwife, nurse, doctor, project management experience for a non-medical
SKILLS
- Strong interpersonal skills and diplomacy: facilitate the emergence of compromises to move towards common positions to implement solutions geared towards the well-being of patients on a political subject and which crystallizes strong positions
- Good organizational and realistic planning skills, sense of initiative, autonomy

Job specifics
Status: 12-month full-time fixed-term contract. Management position based in Paris with travel to MSF locations. Teleworking according to MSF rules (2 days/week).
Conditions: €50.4K gross annual salary over 13 months. 22 days of RTT per year. Supplementary health insurance covered 100% by Médecins Sans Frontières. Meal vouchers with a face value of €12 (60% covered by Médecins Sans Frontières). 50% coverage of public transport tickets.
