ALIMA promotes and defends the principles of fundamental human rights. ALIMA has a zero-tolerance approach to those guilty of acts of gender-based and sexual violence, as well as to inaction in the face of alleged or actual violence. Protecting the people benefiting from and impacted by our intervention is our top priority in everything we do. Everyone collaborating with ALIMA commits to:

  • Respect the charter, the code of conduct, institutional policies including the policy of protection against abuse of power and sexist and sexual violence, the policy of prevention of corruption and fraud;
  • Report any violation of policies, documents, framework and procedures to a superior or a referent.

CARE – INNOVATE – TOGETHER: Since its creation in 2009, ALIMA has treated more than 13 million patients in 15 countries, and currently operates in 12 African countries and Haiti. In 2022, we developed 62 humanitarian medical response projects to meet the needs of populations affected by conflict, epidemics, and extreme poverty. All of these projects support national health authorities through nearly 511 health facilities. We work in partnership, particularly with local NGOs, whenever possible to ensure that our patients benefit from expertise, whether in their own country or elsewhere in the world. In addition, to improve the humanitarian response, we conduct operational and clinical research projects, particularly to combat malnutrition and viral hemorrhagic fevers.

OUR PROJECT THEMES: Malnutrition, Sexual and reproductive health including gender-based violence, Primary and secondary health, Pediatrics, Malaria, Epidemics (Hemorrhagic fevers, meningitis, Cholera, Measles, Dengue, COVID-19).

THE ALIMA TEAM: More than 2,000 people currently work for ALIMA. The field teams, closest to patients, receive support from the coordination teams, generally based in the capitals of the countries of intervention. These receive support from the four desk teams and the emergency and openings department team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams actively work on fundraising as well as representing ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams who work on behalf of other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins / KEOOGO, AMCP, the research organizations PACCI, INSERM, the Universities of Bordeaux and Copenhagen, the NGO Solidarités International, and many others.

OUR COUNTRIES OF OPERATION: Mali, Burkina Faso, Central African Republic, Nigeria, Niger, Chad, Democratic Republic of Congo, Cameroon, Sudan, Mauritania, Ethiopia, Haiti.

RCA CONTEXT

The CAR has a population of nearly 6 million people spread across 35 health districts and more than 1,000 health facilities. ALIMA has been operating in the CAR since 2013. It provides support to populations affected by armed conflict, natural disasters, and epidemics. ALIMA works in the areas of health and nutrition in areas affected by humanitarian and security crises, which have significant consequences for the nutritional status of populations and access to healthcare for vulnerable populations.

The 2013 crisis in the Central African Republic (CAR) significantly weakened all pillars of the country’s health system. In CAR, for every 100,000 live births, more than 882 women die (WHO, key country indicator), a rate almost twice the average rate in Africa. The country is also considered the second riskiest place in the world to give birth. Indeed, regarding neonatal mortality, out of 1,000 infants born in 2016, 42 died before the end of their first month of life (UNICEF, 2018).

In December 2013, ALIMA provided medical support to three displaced persons sites on the outskirts of Bangui and then implemented a free primary health care package in five CDSs in the DS of Bimbo and Bangui. The provision of care was expanded to 13 CDSs in Bimbo in 2018. The project aims to strengthen the capacities of the Health District with a view to complete autonomy.

ALIMA’s second intervention began in June 2014 in Boda, a town facing violent community clashes. ALIMA enabled the reopening of Boda Hospital and the Boboua Health Center (Mbaïki Health Center). Today, the project covers the hospital and nine health facilities to ensure the empowerment and resilience of the local health system and the community.

During 2020, as part of the COVID-19 response, ALIMA developed infection prevention and control activities and training for health personnel in all supported health facilities to limit the spread of the virus. This support was extended to the capital, to the National University Hospital of Bangui, where ALIMA set up a unit to manage suspected and confirmed cases. ALIMA provides support to the Ministry in the COVID-19 vaccination campaign.

In December 2023, two new projects were opened in the Haut-Mbomou prefecture, in the southeast of the country, where ALIMA teams are supporting two hospitals in Zémio and Obo. Rehabilitation, the establishment of surgical activities, and medical support thus enable host populations, displaced persons, returnees, and refugees, to have access to quality care in this medical desert. With funding from the BHA, interventions in Haut Mbomou cover 10 health facilities and three mobile clinics.

In September 2024, a new agreement between ALIMA -FCA-Mercy Corps and AFD was signed, with FCA leading the consortium for a project entitled Education for All. ALIMA is responsible for covering the health component in schools and promoting the right to sexual health for adolescents.

In October 2024, ALIMA closed the SSR project funded by UNFPA ECHO in the DS of Bocaranga, Boda, Bimbo and Begoua. In November 2024, ALIMA closed its zero-dose vaccination project funded by GAVI in the DS of Boda, Paoua, Carnot, Kemo and Bimbo. In December 2024, ALIMA closed the RESULDE project in Haut Mbomou under DUE funding, but before that, it also contracted with the crisis management center of the French Ministry of Foreign Affairs (CDCS) for an emergency intervention in Haut Mbomou, more precisely at the ZEMIO hospital and some outpatient health facilities as well as displaced persons sites.

To date, ALIMA is present in 06 DS (Haut Mbomou, Berberati, Bimbo, Boda, Bocaranga and Ngaoundaye) and supports more than 20 FOSA and 04 Hospitals.

JOB TYPE

Mission location: Bangui / CAR

The security situation in Bangui is relatively calm, but there have been cases of theft, robbery, and opportunistic crimes in certain outlying neighborhoods and crowded areas. ALIMA has security management documents in place and a team responsible for monitoring the security situation.

In December 2025, local, legislative, and presidential elections are scheduled despite financial challenges, and tensions are rising around presidential term limits. Despite existing political dialogue initiatives, there are demonstrations by political parties and populations over presidential term limits and marches demonstrating frustration over the high cost of living, fuel price inflation, and insufficient electricity and water supplies. ALIMA has implemented a contingency plan to mitigate potential risks associated with this.

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 3: The position holder is responsible for implementing HR processes and may be required to conduct field visits. They may therefore come into contact with children and/or vulnerable adults. Therefore, a criminal record check or the presentation of a certificate of good conduct will be required. In situations where it is impossible to provide a criminal record or a certificate of good conduct, a sworn statement will be requested.

FUNCTIONAL AND HIERARCHICAL LINKS

He/She reports to the Head of Mission (line manager), to the Financial Desk Officer (technical manager) based in Dakar.

He/She supervises administrators, supervisors, cashiers and coordination and field assistants.

He/She works in close collaboration with the coordinators (Human Resources, medical, logistics and field).

MISSION AND MAIN ACTIVITIES

COFIN supports capital and project coordination on all matters relating to the financial and administrative management of all projects that constitute the country mission.

1. Budget management

  • Preparation of mission budgets and amendments
  • Consolidate and implement budgets, in collaboration with the Coordinators (monthly, general and specific)
  • Preparation of budget monitoring reports to Headquarters and donors
  • Develop expenditure forecasts based on the operational plan and monitor implementation.

2. Accounting

  • Ensure the existence of financial resource management rules and accounting rules in the country
  • Manage and supervise a team and an accounting system ensuring the security of money, compliance with procedures and the readability/visibility of expenses

3. Cash management

  • Permanently ensure a level of cash flow necessary and sufficient for the smooth running of operations with maximum control of security and operational risks
  • Depending on the changing context, define and update the cash management and security guide

4. General management of resources

  • Implement the elements necessary for monitoring the use of material resources
  • Participate in the development of the procurement framework
  • Financial validation of expenditure commitments and compliance of accounting documents.

5. Institutional financing

  • Ensure compliance with commitments made to institutional donors (regular meetings, monthly financial monitoring, reports, recommendations, etc.)
  • Compliance with Landlord procedures

6. Audits

  • In collaboration with the internal audit department, manage the audits carried out on the mission
  • Implementation and application of internal and external audit recommendations

7. Supervision and Team Leadership

  • Identify skills within your team
  • Support profiles in need of reinforcement
  • Organize team meetings

8. Management of fraud and corruption

  • Ensure that mechanisms are in place to minimize instances of fraud
  • Organizes awareness sessions on fraud and corruption.

EXPERIENCE AND SKILLS

Experiences

  • Bac + 5 in Management, Finance, Accounting
  • Proven experience in management, finance, accounting (minimum 5 years), preferably with International Humanitarian NGOs.
  • Knowledge of SAGA and ODOO accounting software and the Central African context are assets.

CONDITIONS

Duration and type of contract: 12 months, renewable without support

Salary: according to experience + per diem

  • Travel costs between the expatriate’s country of origin and the place of assignment
  • Accommodation costs
  • Medical coverage from the first day of contract to one month after the departure date from the country of assignment for the employee and their dependents.
