Two Meal Officers (National Position) At AVSI Foundation – ETS

Support the Project Coordinator in implementing activities to achieve the project’s expected results, while adhering to AVSI and the Donor’s internal procedures and rules, in agreement with the Project Leader.
The MEAL Officer, in full collaboration with the MEAL Coordinator, supports the MEAL Coordinator in ensuring effective and timely project management in accordance with the tasks assigned in the Parent Monitoring Plan.

Main tasks and responsibilities

• Assume responsibility for coordinating, monitoring, and evaluating implemented activities and planning MEAL activities;
• Support the development of the overall M&E system and related tools and ensure their implementation to meet the M&E needs of projects;
• Assume responsibility for conducting baseline and final surveys for projects;
• Ensure documentation of all major project events and develop and maintain a knowledge management system for initiatives;
• Support the research and learning process on the impact of AVSI activities, ensuring these lessons are used to improve the relevance, effectiveness, and quality of project approaches;
• Coordinate data collection activities in accordance with the monitoring and evaluation plan and project funder guidelines;
• Develop instruments (monitoring forms, questionnaires, focus groups, databases, etc.) to facilitate data collection and analysis;
• Supervise, validate, and analyze data from the field;
• Manage the complaints and suggestions mechanism and update the registry;
• Train staff in the use of quantitative and qualitative data collection tools;
• Implement quality monitoring, surveys, and evaluations, together with field teams;
• Support colleagues and coordinators in collecting information necessary for the implementation of activities and in the preparation of reports;
• Support AVSI in the implementation of project communication activities, in particular in the collection of photographs, beneficiary testimonials, among others;
• Support in the preparation of technical and narrative reports on the progress of project implementation;
• Perform other necessary tasks related to the role and requested by the Supervisor.

Essential Requirements

• Minimum Bachelor’s degree in Statistics, Social Sciences, Development, Economics and Management or other related areas;
• Minimum professional experience in the MEAL area of 3 years, preferably in an International NGO;
• Experience in data collection and analysis, with the ability to support internal staff and partners in the MEAL methodology, analysis and dissemination of information to a variety of interested audiences;
• Skills in the use of data collection software (Kobo, ODK, Survey, etc.) and data analysis software (Excel, SAS, SPSS, STATA, STATISTICS, Power BI, etc.).

Required skills and experiences

• Excellent planning, coordination, and communication skills, with the ability to manage a substantial workload comprised of diverse, complex tasks and responsibilities;
• Knowledge of GIS is a plus;
• Proven ability to supervise, train, and mentor teams;
• Ability to work autonomously and proactively;
• Ability and willingness to travel regularly to the field;
• Good personal organizational skills, including communication, time management, and meeting deadlines;
• Good written and spoken Portuguese and English;
• Identification with AVSI’s methodological principles and values;
• Mozambican nationality;
• Having worked in Cabo Delgado is an advantage;
• Immediate availability.
