PIROI – Logistics Manager – M/F At French Red Cross

Context

On December 14, 2024, the intense tropical cyclone Chido crossed Mayotte, causing human and material losses not seen for nearly a century, while the territory was already facing numerous structural challenges (insufficient healthcare provision, limited access to water, education system under pressure, precarious housing, insecurity, etc.). The French Red Cross (CRF), present on the ground through its Territorial Delegation which carries out associative activities, in particular first aid and the Territorial Directorate which manages medico-social establishments, was strongly mobilized to urgently assist the disaster-stricken populations. In conjunction with the prefecture and partners on the ground, the CRF provided medical and psychological care, distributed basic necessities, facilitated the restoration of family ties, treated and distributed drinking water, etc. No fewer than 450 volunteers were deployed to reinforce local teams, while 140 tonnes of equipment were sent from Reunion Island.

With its long-standing presence in the region and its regional expertise through the PIROI Center, the French Red Cross now wishes to implement a disaster risk management (DRM) project, with the emergency phase now over.

General job description

Reporting to the GRC Project Coordinator in Mayotte, the Logistics Manager, through their technical expertise, ensures the coordination and consistency of policies, tools, methods, purchasing and logistics processes in compliance with international/national regulations, at the level of their geographical area, contractual commitments with partners and service providers. They are responsible for the optimization (quality/cost/deadlines) of services provided across all PIROI Center project activities in Mayotte.

In carrying out all of his tasks, he complies with the guidelines of the French Red Cross and collaborates with the PIROI Center partners for the implementation of activities.

The main objectives of the post holder are to:

  1. Coordination
  2. Purchasing and supply of goods, services and works
  3. Inventory management
  4. Transport organization
  5. Management and maintenance of the motorized fleet
  6. Equipment monitoring
  7. Information technology and telecommunications
  8. Infrastructure management
  9. Safety and security
  10. Capitalization and reporting
  11. Logistics team management

Required skills and knowledge

  • Rigorous, autonomous, organized and proactive in proposing actions
  • Ability to manage a large volume of work, including in an emergency context
  • Good analytical and synthesis skills
  • Proficiency in the organization of international transport, IT (Google Suite, Excel, Server, etc.) and an appetite for technical logistics (building, equipment, etc.)
  • French language proficiency required
  • Good interpersonal skills, organizational skills, teaching skills, curiosity, initiative, ability to make suggestions, flexibility

Training and Experience

  • Bac+3 type training in logistics or Bioforce with proven professional experience in a position related to supply chain management
  • Minimum 3 years experience in the logistics field
  • Professional experience in an international solidarity organization, knowledge of the International Red Cross Movement is a plus
  • Experience in a multicultural environment desired

Conditions and remuneration

  • CDDU contract
  • Executive with daily package
  • JREP and 5 weeks of paid leave per year in proportion to the duration of the contract
  • Gross monthly salary: according to collective agreement,+ End-of-year bonus of 1/12th of the basic gross salary+ Mutual insurance covered up to 50% by the employer+ Ségur 2
  • Return ticket support for arrival in Mayotte
