Job Purpose
GOAL is currently present in 14 countries across Africa, Middle East and Latin America. We are seeking an experienced humanitarian professional to join us as a Roving Country Director (RCD). The RCD will provide leadership support to existing programmes (both in country and remotely) deploying to GOAL’s missions to cover gaps where necessary as an interim Country Director.
Typically, the RCD will undertake short term assignments of 3- 6 months and will be on deployment approximately 70% of the time where you will function as an interim CD in an existing GOAL Country of Operation, in addition you may be asked to cover other gaps in Country Management Team positions. While acting as CD you will be responsible to cover all major areas of work typically associated with the role, these include:
Key Areas of Responsibility:
- Development and execution of country strategy
- Programmes – ensure that all programme activities are planned, resourced, implemented, monitored and evaluated
- Safety and security of all staff
- Country level advocacy
- Resource allocation and mobilisation
- Cost efficiency and quality, including implementation of control mechanisms
- Adequate country structures and systems
- Learning, training and development of all staff, including a strategy for national staff development
What You’ll Bring:
- At least 7 years’ experience from working as a Senior Manager/Country Director in humanitarian/recovery context
- Experience working in diverse, complex and volatile contexts
Experience supporting strategic programme development including successful proposal development for a wide array of humanitarian donors. - Experience in developing security protocols and in contingency planning.
- Budgetary and financial management skills.
- Ability to quickly assess new context(s)
- Be an active listener; open-minded; excel in analysing information and giving feedback and have a positive attitude towards people.
- Language: Fluency in English, both written and verbal is Essential. French, Spanish Arabic language skills are an advantage but not essential.
