International Procurement Officer At Finn Church Aid

You will work in our Finance and Operations’ Support Department at FCA’s Service and Accountability Centre (SAC). The position is located in our Helsinki office, yet partial remote work is possible.

The International Procurement officer works in close collaboration with colleagues across the group, both in Finland and abroad.

Duties and responsibilities:

  • Responsible for the Global Procurement Guidelines, subsequent trainings and capacity building on the topic across the organization
  • Direct support to the Country Offices and Group entities procurement processes: answer questions, provide solutions, challenge quality
  • Act as the secretary to our Global Procurement Review Committee
  • Pro-actively follows the evolution of the statutory framework applicable to FCA, on the national, European and international levels, both from the legislation and donors side
  • Translate evolution of the statutory framework into relevant adjustment of guidelines and policies
  • Investigate and develops relevant tools supporting Procurement across the organization
    • Manage the overall process of Assets management across the Group
  • Ad hoc reporting on global Procurement
  • Supports audit when applicable
  • Travels to the Country Offices is possible
  • Participating in development projects: systems, processes, trainings and guidelines
  • Participation in audits
  • FCA is a public procurement entity and experience in (Finnish/EU) public procurements would be needed, definitely seen as an asset

Competence and Personal Requirements:

  • University Degree needed, specialization in Procurement or Procurement Law will be seen as an asset
  • 2 years minimum of work experience in International Procurement, ideally for an NGO
  • Experience in providing trainings, creating training material, guidelines etc.
  • Ability to solve practical problems and provide hands on support on a wide range of topics
  • Independent and active approach to work, analytical skills
  • Diligence and accuracy
  • Positive team spirit and service-mindedness across organizational boundaries in a multicultural environment
  • Very robust Excel and IT-skills
  • Good communication and reporting skills
  • Fluent oral and written proficiency in Finnish or Swedish, English are a must; Fluent French seen as an asset.

This is a permanent position with six months’ probation period, starting as soon as possible. The compensation is based on FCA Compensation System and depends on prior work experience. FCA’s benefits package includes comprehensive health care and staff capacity building opportunities.
