ECHO Project Coordinator At International Rescue Committee

The Latin America Region: IRC’s Latin America Region is comprised of three population-based responses to regional crisis: 1) the Venezuela Crisis including Venezuela, Colombia, Ecuador, and Peru; 2) Northern of Central America (NCA – El Salvador, Guatemala and Honduras) and 3) Mexico & Cross Border (including coordination with IRC-US programming). Additionally, the Latin America region coordinates with the Emergency and Humanitarian Action Unit is responding to the current humanitarian crisis in Haiti through a partnership-based approach.

The purpose of the role:

The Project Coordinator will be responsible for coordinating and overseeing the implementation of the ECHO funded project “Leveraging Integrated Interventions for Solutions to Transmigration Obstacles (LISTO)’. She/he will be responsible for monitoring progress against workplans, ensuring donor compliance and producing and submitting timely and high quality donor deliverables. Finally, the project coordinator will be in charge of managing communications with ECHO TAs ensuring consistency and coordinated responses. The position entails travel to country offices as determined by project support needs.

This position can be based in IRC locations in Latin America region: Colombia, Ecuador, El Salvador, Honduras and México.

Key Relationships:

In-country: Grants and Partnerships teams; Deputy Director of Programs; Program Managers and Coordinators, Finance, Supply Chain and members of the SMT.

Region: Regional Grants Advisor/s and Regional Budget Manager who are part of the Regional Program Support Team, Deputy Regional Director, Regional Finance Director, Regional Measurement Action Coordinator and other members of the regional team.

Major Responsibilities:

Coordination and Oversight on Project Delivery

• Ensure timely startup and implementation of the LISTO project in collaboration with in-country programs and operational teams, technical advisors, and relevant departments.

• Oversee the implementation of project activities across all three responses. This will include monitoring progress against workplans, ensuring monitoring systems are in place for country programs to be able to deliver project data and tracking expenditure against project implementation.

• Assisting country teams in updating and core project documents such as log frames, work plans, budgets, and monitoring plans.

• Foster an integrated approach by coordinating and cooperating with all related thematic areas during program implementation and for future program design and development.

• Stay informed about programmatic issues and security and political developments in the region and how they might affect program implementation.

• Undertake project visits to ensure oversight on project delivery and hands on support to country teams.

Awards Management & Compliance

• Be the project lead for the implementation of the project cycle meetings routines across the three responses and consolidate overall project management tools.

• Monitor the use of project management tools such as monthly financial reports, work plans, procurement and HR plans, to ensure accurate tracking of implementation and timely alerts to potential challenges/obstacles.

• Participate in monthly BvA calls across the three responses and support ECHO monitoring calls and in-country Project Cycle Meeting routines.

• Lead on the production and submission of high quality, timely and compliant donor deliverables. This will entail managing the consolidation and review process, writing the reports and/ or specific donor deliverables using monitoring data and narratives shared by the country teams and securing these are submitted in accordance with donor and IRC internal requirements.

• Manage and lead on top-ups, amendment reviews and negotiations with ECHO field staff and in collaboration with the regional team.

• Work with the country programs to support realignments and award modification processes and manage award close out.

• Provide technical guidance on donor rules and regulations to country team to ensure compliance.

• Proactively raise potential compliance issues to country teams and keep senior management and regional team informed of programmatic and operational challenges which will impact contractual obligations and of spend rates/significant budget variances.

• Support the implementation of IRC’s PEERS system across all areas of sub-award management practices including pre-award assessment, partner budget review, contracting tool selection, sub-award review through OTIS, sub-award amendments and ensuring specific donor requirements are captured in sub-award documents.

• Work closely with country programs to secure the renewal of ECHO funding by leading on the coordination of the proposal development process, writing proposal sections, consolidating and editing written inputs, developing annexes, writing budget narratives, and other tasks as needed.

• Be responsible for maintaining OTIS entry up to date.

Donor engagement and Communications

• In collaboration and coordination with country teams and regional team, serve as main point of contact with ECHO field staff and maintain regular communication on progress and issues related to project implementation.

• Respond to day-to-day requests for information about the project, and draft internal and external communications.

• In coordination with IRC Germany Communications team, ensure Above Standard Visibility Plan and standard visibility requirements are met.

• Participate in monthly calls with country teams and regional meetings as needed.

Job Requirements:

• At least five (5) years’ experience working with a humanitarian and development NGO or multilateral agency.

• International field experience, especially in the region, preferred.

• Program and/or awards management experience with key donors, such as USAID, European Union/ECHO, UN agencies, and others. ECHO experience highly valuable.

• Experience managing for donor compliance, proposal and reporting writing, budgeting, and representing implementers to donors.

• Proven ability to manage multiple work streams and to coordinate across teams/functions.

• Highly organized and self-motivated, able to work efficiently on his/her own

• Excellent oral and written communication, including proven success communicating in challenging and cross-cultural contexts

• Excellent relationship-management skills with colleagues in the field and HQ, senior stakeholders, and donors.

• English and Spanish fluency required.

• Enhanced interpersonal skills and ability to work in a diverse team setting.

• Ability to prioritize high volumes of work to meet tight deadlines.

• Ability to travel internationally.

• Degree in related subject or additional work experience
