DRC established an operational presence in Colombia in 2011, focusing on Humanitarian Mine Action (HMA) and supporting the conflict-affected population in the south of the country. With the onset of large mixed migration flows to Colombia due to the Venezuelan crisis, DRC initiated an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees, and host communities in some of Colombia’s most vulnerable areas, including the Caribbean coastal areas (Riohacha and Barranquilla), urban centers (Bogotá and Cundinamarca), and Caquetá. In 2021, DRC opened field offices on the South Pacific coast in the department of Nariño and in the northern part of Colombia in Norte de Santander.
General Objective of the Position
Responsible for all procurement of goods and services, warehousing, fleet and inventory management, and general logistical support for the mission in Colombia.
This position is based in the Bogotá National Office and ensures compliance with DRC and donor procedures and guidelines in the country. It contributes to the development of national strategies, which are translated into action plans and daily tasks. It provides technical support and guidance to the grassroots and oversees activities in the country. This position provides support, when required, to the other offices in the country.
Main responsibilities:
Supply Chain
- Ensure that all procurement processes adhere to the DRC Operations Manual.
- Ensure that all acquisitions are planned and monitored from start to finish.
- Ensure proper document management for processes involving purchases and acquisitions.
- Prepare the necessary documentation for the acquisition of goods and services in national and international bidding processes.
- Develop and implement contract management and tracking tools.
- Participate in supplier selection committees, ensuring documentation, traceability, and transparency of the process.
- Manage claims and returns with suppliers.
- Ensure monitoring of all National Office purchasing processes, including the payment process.
- Manage the proper maintenance and operation of the National Office infrastructure
- Effectively and efficiently support program needs.
- Develop and maintain a supplier database updated to meet the needs of the mission in Colombia.
- Assist in the hiring, training, and development of the logistics team.
- Coordinate with program staff the logistical participation throughout the project cycle.
- Establish and monitor annual procurement plans.
- Track all orders, purchases, and deliveries.
- Ensure that all donor-specific logistics rules and policies are understood and adhered to.
- Optimize all logistics operations to increase profitability, including establishing long-term supply contracts.
Fleet Management
- Ensure proper documentation for both your own and leased fleets nationwide, including tax management, maintenance, insurance policies, etc.
- Plan and coordinate fuel availability for the entire national fleet.
- Control and monitor fleet management indicators nationwide and prepare monthly consolidated reports, providing early warnings of deviations.
- Support the development of safety and training plans for drivers.
- Coordinate with base focal points to ensure compliance with national regulations on fleet management at the national level.
- Participate in the road safety plan committee within the SGSST and ensure its management at the national level.
Inventory management
- Ensure that asset management is carried out in accordance with HQ and donor guidelines.
- Control and monitor the mission’s asset inventory management indicators in Colombia.
- Ensure that all inventory information is aligned with HQ, Regional Office, and donor guidelines in ERP – Dynamics.
- Ensure the registration and availability of fixed assets, reporting and documenting any incidents.
- Manage the warehouse efficiently by generating an early warning information mechanism.
- Conduct periodic physical checks of assets.
Support for the bases
- Provide technical support in all processes related to the supply chain area (purchases, assets, and fleet).
- Ensure autonomy in purchasing and logistics processes at the bases through technical training and ongoing support.
- Support the creation of suppliers in the system.
Occupational Health and Safety
- Seek comprehensive care for your health.
- Actively participate in the formation of the COPASST – Workplace Coexistence Committee – Emergency Brigades, as well as the activities they carry out.
- Comply with the rules, regulations and instructions of the SG-SST.
- Report latent hazards and risks at your workplace in a timely manner
- Attend SST training sessions defined by the SG-SST training program.
- Ensure the maintenance of order and cleanliness of your post and work area.
- Provide clear, truthful and complete information about your health status.
- Immediately report any work-related accidents, incidents (near misses), and illnesses diagnosed as occupational to the OSH department and your immediate supervisor.
- Report to the immediate supervisor the need to take corrective or preventive actions, which correspond to actual or potential non-conformities in the process to which it belongs.
- Participate in training activities, drills, and any other activities scheduled by the occupational health and safety department.
- Participate and contribute to the fulfillment of the SG-SST policy and objectives.
Experience and Technical Competencies:
- Minimum of two years of experience in humanitarian logistics, procurement, transportation, distribution, warehousing, and warehouse management, preferably in international non-profit organizations.
- Good knowledge of the procurement rules and regulations of major international donors
- Good knowledge of local regulations regarding procurement.
- Excellent knowledge of MS Word, Excel and PowerPoint
- Basic knowledge of PowerBI (desirable).
- Intermediate English proficiency will be an added value in the process.
- Analytical and problem-solving skills.
- Ability to provide technical guidance and training.
- Advanced knowledge in ERP management
- Management skills, proactivity, organization and attention to detail.
