BACKGROUND
Context of the organization
The Norwegian Refugee Council (NRC) is an independent, international, non-governmental humanitarian organization founded in 1946. Headquartered in Oslo, the organization currently operates in more than 30 countries worldwide.
NRC works to promote and protect the rights of internally displaced persons and those in need of international protection. It focuses its work on providing humanitarian assistance and finding durable solutions through advocacy and the implementation of institutional programs on education, legal assistance, shelter and infrastructure, water, sanitation and hygiene, livelihoods and food security, and camp protection/management.
Description of the contracting project
To hire the consulting services of a legal entity and/or individual to provide a workshop focused on strengthening teamwork and self-care tools for the Protection Against Violence competency in the organization’s Northeast area in Colombia.
The workshop will have the following objectives:
- Building knowledge and trust among the team, taking into account the new members.
- Assertive communication and teamwork.
- Self-care for humanitarian actions.
The consultancy will focus on facilitating a dynamic, practical, and experiential workshop that generates tools for team building.
- Institutional and organizational provisions
The NRC will own the intellectual property rights to all materials submitted by consultants under the contract. Therefore, consultants should ensure they own any materials provided to the NRC as part of the deliverable. Reproduction rights to the reports will be granted to the NRC and its contracted agents. The NRC will be free to reproduce the materials at will and to grant reproduction rights.
SCOPE OF SERVICE OR CONSULTANCY
- Aim
To hire the consulting services of a legal entity and/or individual to provide a workshop focused on strengthening teamwork and self-care tools for the Protection Against Violence competency in the organization’s Northeast area in Colombia.
Scope
The consultancy must propose providing workshop services to the organization’s anti-violence protection staff in the northeast region of Colombia, in Ocaña, Norte de Santander, in accordance with the needs identified with the program team.
Activities
This consultancy proposal should be aimed at providing workshop services in accordance with the requirements presented in the previous point, as well as the needs and topics recommended by the organization, without restriction on considering additional needs.
The proposal will be validated with the coordination of the Protection, Human Resources, Logistics, and selected supplier departments.
The activities are expected to include the following:
- Promote and maintain open dialogues that allow us to get to know each other as a team on a personal level, raise awareness and establish new ways of communicating and fostering teamwork.
- How to achieve or maintain a highly efficient team.
- Authentic and assertive communication: Listening to others, allowing them to express themselves, and respecting their words.
- Building a team based on differences.
- Promoting good workplace coexistence.
- Control of emotions: Fear, anger, sadness, joy, sadness, frustration, nostalgia, anxiety, apathy.
- Self-care tools that take humanitarian action into account.
- Enhance the positive charge as a work team.
- Encourage personal and team leadership.
- Conflict resolution.
- Commitments and agreements as a work team
Products
- Workshop plan specifying how the activities and methodologies to be used will be developed, proposed needs and topics, as well as the results that are expected to be achieved.
- For the proposal, please specify the number of hours in which the activities will be carried out. It is suggested that these activities be carried out in one day or eight hours of a workday.
- It is desirable to provide an individual certificate of participation as recognition for each worker who participates in the session.
- At the end of the workshop, present a general report to the team involved with recommendations and/or suggestions.
Reports must be submitted in Microsoft Word format, in Spanish. Texts should not be formatted. Charts or other graphic elements must be editable (i.e., not images). All references must be cited according to convention and detailed in a bibliography, using the Harvard system as established in the UNESCO Style Manual . All literal citations must appear in quotation marks and should not be excessively long. All data collected within the framework of the consultancy must be submitted with the deliverables, in a widely recognized format, e.g., Microsoft Excel.
- Proposed work plan and schedule
The workshop is part of a meeting the team will hold from September 1 to 4, 2025, in the city of Ocaña, Norte de Santander. The date of the meeting has yet to be confirmed.
CONTRACTOR/CONSULTING FIRM PROFILE
- Technical skills
- Professional in branches of social sciences or with related studies in psychosocial intervention in groups.
- Knowledge of group intervention methodologies.
- Knowledge in methodological planning.
- Minimum of 3 years’ experience in consulting or mentoring on the requested topics, workshop methodology, or emotional release.
- Experience in the requested topics is desirable, carried out with NGOs (not exclusive).
- Soft skills and special skills
- Sensitivity and respect for vulnerable populations and social problems.
- Propose activities that promote organization, responsibility, communication, leadership, and teamwork.
- Activities that allow you to work on each topic in a fun and creative way.
- Ease of oral and written communication.

*Bidders must include in their financial offer the cost of travel and per diem required for travel to different locations within or outside the country, depending on the requirements of the consultancy or service.
- Maximum budgeted amount and payment method
The maximum amount assigned by NRC for the execution of the consultancy/service in question corresponds to $5,000,000 five million pesos M/Cte including taxes, however, keep in mind that this is a competitive process where bidders are encouraged to submit their best economic and technical offer, since the weighting of their offer will be evaluated based on this.
NRC proposes the following payment schedule:
- Payments can be made 30 calendar days after receipt of invoice.
*Bidders should note that the relevant withholdings will be applied to the value assigned to the consultancy, in accordance with the tax regulations of the contracting country.
* If the bidder is a natural person, they must bear in mind that upon awarding the contract, they must pay social security (health, pension, and ARL) on 40% of the contract value.

- Natural person: Resume, RUT, Bank Certification, copy of identification document and Chamber of Commerce (if available).
- Legal entity: Chamber of Commerce with at least 30 days of existence, bank certification, RUT, ID card of the legal representative.
- Technical proposal that includes suggested methodology for presenting the products.
