3iS is an international non-profit organization that provides information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the world’s most vulnerable populations. 3iS transforms data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster and recovery environments, as well as other complex emergencies and development contexts.
Context
The main objective of this project is to strengthen coordination among humanitarian actors through analysis, evaluation, and the provision of synergistic information management services. This initiative will promote information sharing among humanitarian actors to improve decision-making and optimize response capacity.
EVIDEM organizations will share their experiences, knowledge, and lessons learned to achieve this goal. The proposed activities, along with the expertise of each organization in the consortium, not only complement each other but also align with Flagship Initiative 1, establishing a collective coordination structure for information management at the service of humanitarian organizations. This will facilitate a people-centered approach, ensuring that their priorities, needs, and capacities are at the heart of all actions.
Leveraging its expertise in humanitarian coordination mechanisms and capacity building in information management, 3iS seeks to strengthen and empower humanitarian partners, enabling them to leverage and optimize information management tools, technologies, platforms, and best practices to respond more effectively to humanitarian crises.
Description of Services
The individual responsible for providing these services will be responsible for the design, development, maintenance, and optimization of web platforms and digital tools that facilitate the management, visualization, and exchange of humanitarian information within the framework of the project.
Activities
A. Specific activities:
- Design, develop, and maintain dynamic, secure, and scalable web platforms for the management and visualization of humanitarian data.
- Implement integrations with databases, APIs, and other technological tools used in the project.
- Ensure that technology solutions are accessible, easy to use, and compatible with multiple devices and browsers.
- Ensure data protection and comply with cybersecurity standards.
- Perform testing, debugging, and optimization of code to ensure platform performance and stability.
- Document code and development processes to facilitate future maintenance.
- Train internal teams and partners on the use and management of the developed platforms.
- Coordinate with the information management team to adapt tools to the changing needs of the project.
B. Cross-cutting activities:
- Prepare the work plan and promptly communicate its progress, difficulties, and challenges to the contract representative.
- Attend the project’s in-person spaces.
- Carry out field missions when their participation in the project is required.
- Prepare monthly progress reports.
- Ensure timely delivery of products.
- Participate in cross-cutting groups in a timely manner.
- Contribute to the organization’s knowledge management strategy and strengthen internal knowledge on the use of statistics and AI in data management.
MINIMUM QUALIFICATIONS:
Education
Professional in Systems Engineering, Software Development, Computer Science or related fields.
Experience
To be eligible, applicants must have at least three years of experience in web development (front-end and back-end). Experience in platform design with a focus on data visualization is also desirable. Previous experience in humanitarian or international cooperation projects is desirable.
Technical Skills
Technical knowledge:
- Mastery of HTML5, CSS3, JavaScript (and frameworks such as React, Angular or Vue).
- Experience with back-end languages ​​and development environments (PHP, Python, Node.js, etc.).
- Handling SQL and NoSQL databases.
- Knowledge in RESTful API development.
- Experience in integrating dashboards and visualization tools (e.g. Power BI, Tableau, Data Studio, Leaflet, Mapbox).
- Good practices for version control (Git) and deployment in production environments.
- Notions of UX/UI and web accessibility.
- Knowledge of cybersecurity and handling of sensitive data.
Competencies:
- Ability to work independently and in a team.
- Results-oriented and problem-solving.
Languages
Fluency in Spanish (spoken and written) is required, as well as intermediate knowledge of English (spoken and written).
