ILGA Asia seeks a consultant, team, or firm to develop its five-year Strategic Plan and Theory of Change (SPTOC) for 2026–2030. Remote engagement; English fluency required (an additional Asian language preferred). Contract period: 23 September 2025 – 20 March 2026. Budget: USD 17,500. Application deadline: 14 September 2025.

About ILGA Asia
ILGA Asia is the regional federation of the International Lesbian, Gay, Bisexual, Trans, and Intersex Association across East, South, Southeast, and West Asia. We work to end discrimination based on SOGIESC, advance human rights, and strengthen LGBTIQ movements through advocacy, solidarity, knowledge sharing, and resource mobilization. The current SPTOC (2021–2025) emphasized: Solidarity & Effectiveness; Capacity Strengthening; Movement Mobilization & Allyship; and Strategic Information & Knowledge Use.

Purpose
Create a living, inclusive, and practical strategic framework—movement-grounded, adaptive, donor-ready, and accessible.

Key Objectives

  • Co-design a participatory process centered on feminist values, lived experience, and regional contexts.
  • Review the 2021–2025 plan and evaluations to capture lessons, gaps, and opportunities.
  • Build a Theory of Change that addresses civic repression, shrinking funding, and digital insecurity while identifying pathways for resilience.
  • Ensure broad ownership through inclusive consultations.
  • Deliver clear, usable outputs for programming, communications, fundraising, and MEL.

Methodology Expectations

  • Participatory, feminist-informed, co-creative approaches.
  • Region-wide engagement with attention to languages, accessibility, and political sensitivities.
  • Iterative feedback, safe and inclusive spaces.
  • Consider creative methods (e.g., visual storytelling, movement mapping) where helpful.

  • Inception report: draft 3 Oct, final 10 Oct
  • Reviews & survey tools: late Sep–Oct
  • Surveys/interviews: Oct–Nov
  • Thematic discussions & synthesis: Nov
  • Co-creation workshops & drafting: Dec–Jan
  • Reviews & final submission: early Mar 2026
  • Presentation to board/stakeholders: mid-Mar 2026

Selection Criteria

  • 10+ years in strategic planning/ToC (regional/international contexts preferred).
  • Strong facilitation, political acuity, and consensus-building.
  • Demonstrated commitment to dignity, equity, and redistribution of power.
  • Deep understanding of LGBTIQ organizing in Asia.
  • Skills in qualitative research, clear writing, and accessible communication.
  • Adaptive, inclusive practice under shifting conditions.

Communication & Ethics
Work closely with the Senior MEL Officer; uphold consent, confidentiality, digital security, cultural humility, and secure handling of sensitive data.
