National Project Officer At International Organization for Migration

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

1. ORGANIZATIONAL CONTEXT AND SCOPE:

Under the overall supervision of the Head, Migrant Assistance and Counter-Trafficking Unit, and the direct supervision of the Programme Officer, Counter Trafficking, the National Project Officer will support the overall planning, coordination and monitoring of projects under the Mission’s Migrant Assistance and Counter-Trafficking portfolio. S/he will also provide technical guidance and implement actions to strengthen the capacity of partners surrounding assistance to vulnerable migrants and counter trafficking.

RESPONSIBILITIES AND ACCOUNTABILITIES:

The successful candidate will have the following duties and responsibilities:

1. Plan, coordinate and implement migrant assistance and counter-trafficking activities and deliverables, ensuring timely delivery, quality control, administrative matters and financial oversight under MACTU.

2. Monitor the implementation of activities in line with agreed project documents, budgets, timelines, indicators, results and other project requirements and propose adjustments as necessary;

3. Provide technical guidance and monitoring to staff and colleagues in the field, to ensure that all activities are conducted in accordance with project work plans and that field staff are supported when encountering any challenges in implementation;

4. Supervise staff, consultants and interns as assigned;

5. Coordinate the development of reports on project implementation and provide inputs on activities conducted in Thailand in accordance with donor requirements;

6. Maintain relationships with Royal Thai Government (RTG) counterparts, project partners, private sector partners, UN agencies, NGOs, community-based organizations and any other key stakeholders;

7. Liaise with RTG counterparts, local authorities, private sector counterparts, NGOs and community-based organizations to ensure smooth implementation of project activities;

8. Monitor RTG policy as it relates to project activities, including policies relating to human trafficking, labour migration and migrants’ rights, and provide updates on important policy developments to project staff;

9. Participate in meetings, conferences and events, and prepare relevant reports accordingly;

11. Monitor the screening and case management of victims of trafficking and other vulnerable populations in accordance with IOM policies and procedures, and the effectiveness of reintegration assistance;

12. Provide technical inputs to the development of national policies, legislation and Standard Operating Procedures related to trafficking in persons and migrant protection. Ensure gender, protection and PSEA are mainstreamed throughout;

13. Support the administration of sub-grants to CSO partners, ensuring timely progress against project results, accurate budgeting and financial reporting by CSO partners;

14. Support strategy, project development and resource mobilization efforts under the Migrant Assistance and Counter-Trafficking Unit;

15. Undertake skills development and training as required in order to enhance professional and technical capacities;

16. Undertake travel duty as requested, in order to monitor and support implementation of activities;

17. Perform such other duties as may be assigned.

3. EDUCATION AND EXPERIENCE:

  • University degree in law, international relations, political science, social science, or a related field.
  • At least two years of relevant professional experience working on protection and assistance of vulnerable migrant populations and counter-trafficking;
  • Experience of addressing migrant vulnerabilities in crisis contexts;
  • Sound knowledge of programme implementation, monitoring and evaluation;
  • Proven understanding of migration dynamics in Thailand and of vulnerabilities experienced by migrant populations;
  • Experience in coordinating and working with both central and provincial-level government counterparts;
  • Experience of working with the private sector will be considered an asset;
  • Experience working in a multi‐cultural environment.
  • Excellent writing, communication and negotiation skills;
  • Excellent analytical abilities and demonstrated capacity to draft and edit technical documents;
  • Strong interpersonal skills and ability to maintain trust and good working relationships with counterparts;
  • Capacity for creative thinking;
  • Team-oriented, but with capacity to work independently and with minimal supervision;
  • Personal commitment, efficiency, and flexibility;
  • Strong organizational and time management skills, and ability to deliver under tight timelines;
  • Understanding of IOM policies, procedures and institutional tools will be considered an advantage.

4. LANGUAGES

Required: Fluency in English

Desirable: Working Knowledge of Burmese or other languages spoken by minority groups from Myanmar; Khmer; Lao
