Finance and Administration Manager

About GER3
Founded in 2017, Global Emergency Relief, Recovery & Reconstruction (GER³) is a US-based, small, but rapidly growing non-profit humanitarian organization that supports crisis-affected communities globally to build back better through integrated relief, recovery, and reconstruction services. GER³ provides immediate relief supplies, clears the debris left by a disaster and rapidly starts the recovery and reconstruction process with a focus on affected homes, schools, and health facilities. Our commitment to immediate relief and long-term reconstruction allows for a more efficient and resilient recovery process. GER³ uses sustainable, culturally appropriate, and locally-led interventions to aid the most vulnerable communities affected by crisis.
Currently operating in Ukraine and Los Angeles, GER3 has operated in 9 countries over the past 8 years, with the current annual budget of about $6.5 million. With an outsourced accounting partner providing bookkeeping and reporting services, we are seeking an in-house Finance and Administration Manager to strengthen our internal capacity, ensure sound financial management, and support administrative systems in line with organizational growth.
Finance & Administration Manager Position Overview
The Finance and Administration Manager will be the internal focal point for all financial matters. While day-to-day accounting is handled externally, this role will work closely with the accounting team to ensure that GER3 maintains strong financial oversight, internal controls, compliance with donor requirements, and operational efficiency. The role also encompasses key administrative functions, including supporting audits, managing organizational policies, and overseeing procurement and administrative compliance.
In addition to organization-wide responsibilities, the Finance and Administration Manager will also serve as a core team member supporting GER3’s Los Angeles program. In this capacity, the role will help oversee the financial health and day-to-day financial operations of the LA program, including budget tracking, contract review, procurement, and donor reporting, all while ensuring compliance with local, state, federal, and donor-specific requirements.
It is anticipated that 50% of this position’s level of effort will be allocated to organizational operations and 50% to the Los Angeles program.
Key Responsibilities
Financial Oversight and Management
- Serve as the primary internal liaison with the outsourced accounting team to ensure timely and accurate financial reporting.
- Review and analyze monthly financial reports and budgets; provide strategic insights to leadership.
- Support annual budgeting process and periodic budget reviews in collaboration with the CEO and program teams.
- Manage GER3 accounts payable, tracking incoming invoices and processing vendor payments in accordance with GER3 policies and procedures.
- Ensure proper cost allocation and financial compliance with donor and grant requirements.
- Monitor organizational cash flow and provide regular updates.
- Liaise with GER3’s financial institution to ensure funds are secure and that GER3 is optimizing account set-up and interest on accounts.
Internal Controls and Compliance
- Develop, implement, and maintain financial policies, procedures, and systems.
- Lead preparation and coordination of annual audits (statutory and donor-specific).
- Ensure compliance with local financial regulations, international accounting standards, and donor requirements.
- Maintain accurate records for all financial transactions, agreements, and assets.
Grants and Donor Reporting
- Support grant proposal budgeting and financial components of donor reports.
- Ensure donor financial reporting is accurate, timely, and aligned with grant requirements.
- Track restricted funds, reporting schedules, and donor audit requirements.
Administrative Support
- Oversee procurement procedures and administrative documentation to ensure transparency and compliance.
- Maintain contracts and service agreements (insurance, leases, vendors).
- Support HR administrative functions, such as payroll coordination and leave tracking (as needed).
- Manage internal filing systems for finance and admin records, both digital and physical.
Los Angeles Program-Specific
In addition to the overarching organizational responsibilities, this role will also play a key role to directly support the Los Angeles program. Acting as a core team member, this position will support the financial health, direction, and day-to-day financial operations of the program. This will also be remote work. Key responsibilities:
- Maintain accurate financial records, ensuring timely and accurate reporting.
- Oversee and manage budget tracking, budget analysis, expense monitoring, and financial forecasting, including regular budget to actual reports.
- Assist in the preparation of financial statements and donor reports.
- Review contracts and agreements to ensure financial and legal obligations are met.
- Support procurement processes and vendor management.
- Provide training and guidance on financial policies and compliance procedures.
- Ensure adherence to all local, state, and federal regulations, as well as donor compliance requirements.
- Support, guide, and lead efforts for both internal program audits, as well as audits required by the state of California for non-profits.
Qualifications
Required
- Bachelor’s degree in Finance, Accounting, Business Administration, or related field.
- Minimum 5+ years of experience in financial management, preferably in the NGO or nonprofit sector.
- Understanding of grant management and donor compliance (e.g. UN agencies, USAID, etc).
- Strong knowledge of financial policies, internal controls, and audit processes.
- Proficient in Microsoft Excel and financial software (e.g., QuickBooks).
- Strong analytical and problem-solving skills.
- Excellent organizational and communication abilities.
