Deputy chief of party | Kathmandu, Nepal | 2022 At Chemonics

Chemonics seeks a deputy chief of party for the anticipated USAID Nepal Agricultural Transformation project. The DCOP will supervise all activities related to this program and leads the administrative, operations, and procurement team members. This position is anticipated to be based in Nepal. The project seeks to catalyze transformation of Nepal’s agricultural sector required for inclusive economic growth. The objectives for this activity are to increase agricultural productivity, competitiveness, and diversification; improve the enabling environment for private sector investment in agriculture and equitable access to market systems; enhance climate and economic resilience of women, youth, and marginalized communities enhanced; and strengthen capacity of national agricultural research institutions and extension systems. Responsibilities include:

  • Support overall project leadership and strategy; works collaboratively with the COP to create and implement a strategic, long term programmatic vision and oversee all operational, procurement, and financial management
  • Efficiently implements, manages, and tracks compliance, timeliness of delivery, and financial considerations of subcontracts and grants under contract
  • Provides overall administrative leadership for all project activities, long-term, and short-term personnel
  • Supervises day-to-day operations including administration, logistics, procurement, budgeting, and financial accounting
  • Applies technical background in global climate, urban development, energy, water, sanitation, and inclusive planning issues and key related global agendas to support the COP and Technical Leads to communicate project status and successes to USAID Washington and key stakeholders
  • Support scope of work development and oversee receipt of the necessary approvals for technical engagement with project subcontractors and short-term consultants
  • Ensure program implementation is in accordance with USAID regulations and Chemonics policies and all procurement processes are and are perceived as transparent and fair by beneficiary communities
  • Implement tailored, key management systems that support performance management, financial management, procurement systems, human resources management, project planning, and reporting
  • Ensure compliance with organizational policies and client regulations and make recommendations on strengthening procedures
  • Ensure that all work products are provided on time and are of high quality
  • Coordinating with the Home Office on all compliance issues, seeking legal and policy guidance on sanctions and other applicable restrictions
  • Undertaking other duties as assigned by the COP; serve as Acting COP as needed

Minimum Qualifications:

  • Bachelor’s degree in international development, business administration, public policy, public finance, urban planning, economics, finance, law, or another relevant field required
  • Experience in administrative, procurement, hiring, recruitment, financial and logistical aspects of activity implementation with supervisory experience
  • Demonstrated experience in strategic planning and using innovative approaches to solve complex problems
  • Ability to scope and hone interventions in close coordination with USAID
  • Relevant experience leading diverse teams and demonstrated capacity in building staff skills and ensuring quality control of project deliverables
  • Experience with USAID programs and a minimum of eight (8) years of progressively responsible experience in grants and subcontracts management required, including but not limited to the utilization of innovative and performance-based CPFF, FFP, and T&M-type awards and grants under contract
  • Thorough knowledge of USAID and other Federal agency regulations and policies required, with the ability to navigate USAID rules and regulations governing project compliance, procurement, and financial management
  • Demonstrated ability to establish and maintain collaborative, productive working relationships with U.S. and local government counterparts, private sector associations, civil society organizations, and other key U.S. and other country governments and stakeholders; ability to develop and implement effective project initiatives with private sector entities
  • Demonstrated ability to communicate clearly, concisely, and persuasively both orally and in writing, and deliver presentations, training, and facilitate meetings effectively and cross-culturally
  • Fluency in written and spoken English required
  • Demonstrated leadership, versatility, and integrity
