Consultant – DRR Capacity Building At International Organization for Migration

Context:

Iraq faces a number of rapid and slow onset hazards, including floods, earthquakes, desertification and pollution. Governorates are responsible for preparedness and response, in coordination with national authorities, but in the current post-conflict environment, there is little capacity given the absence of governorate-level and national emergency SOPs. Senior national authorities from all stakeholder ministries in Baghdad and Erbil have recognized this need in a workshop facilitated by IOM, and have requested IOM to support governorates in creating emergency SOPs. IOM’s workshop also made it evident that there is significant national expertise, which will allow for the robust approach of coaching governorate-level teams in SOP-writing and testing, creating strong local buy-in and highlighting local capacity. Establishing these SOPs is also a necessary step for bringing together diverse and segmented efforts by other actors, including on early warning systems, in a manner that creates a sustainable and durable locally-owned approach. Close consultations with national stakeholders have revealed a preference and support for efforts at the governorate level, and reflected significant interest in subsequently building on this effort to create national SOPs.

Core Functions / Responsibilities

Tangible and measurable outputs of the work assignment

  1. First deliverable – Preliminary Meeting with at least two governorate level officials seperately to determine the existing capacities and resources and identify gaps and areas of improvement in topics related to disaster preparedness and response – Deliver by 1 August 2022.
  2. Second deliverable – Conduct mapping exercise to determine which governorate and national agencies are relevant to be part of the capacity building workshops – Deliver by 15 August 2022.
  3. Third deliverable – Lead the preparation and delivery of at least two workshops through drafting agendas and presenting different relevant topics related to disaster preparedness and response – Deliver by 30 September 2022

Performance indicators for the evaluation of results

  1. In close coordination with senior governorate and national-level stakeholders, plan and deliver in-governorate workshops for all governorates to facilitate senior government staff’s writing and tabletop simulation testing of emergency SOPs
  2. Coordinate with other UN agencies and other entities working on DRR, including NATO and THW, to incorporate their support and establish synergies as possible.
  3. Ensure the identification and use of national experts, including participation of central government experts to support governorate workshops, as appropriate.
  4. Technically manage the PRD team of approximately 2 staff designated to support the DRR Capacity Building Consultant
  5. Manage the designated budget in coordination with the SNFI/DRR Coordinator
  6. Ensure the systematic identification of areas in the SOPs for later work to develop inter-governorate coordination and coordination with central authorities.
  7. Oversee liaison with local and national voluntary groups to include them in the SOP development process, as possible and appropriate, with tact, given the strong multiplier effect this could create.

Required Qualifications and Experience:

Education & Experience

  • Master’s degree in Disaster Risk Management, Environmental Engineering, Human Geography, Agricultural Science, Development Studies, Political Science, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Languages

  • Fluency in English language is required.
  • Working knowledge in Arabic language is an advantage.

  • Demonstrated training and writing skills as well as organizational and planning skills.
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.
  • Experience working closely with government officials and national stakeholders.
  • Proven ability to produce quality work accurately and concisely according to set deadlines.
  • Good knowledge of the standard operating procedures development.
  • Good knowledge of UN and bilateral donor programming.
  • Ability to write and speak clearly and concisely in Arabic and English.
  • Computer literacy, especially database tools and strong computer skills.
