The Hospital Director (HD) is responsible for the overall supervision and management of the reference Hospital/EMERGENCY Center, with a focus on the effective implementation of all healthcare and non-healthcare activities, efficient resource management, and financial planning, in compliance with the quality standards defined by the Organization and local regulations.

The role requires comprehensive strategic and operational management, aiming for continuous improvement of services offered, economic sustainability, and patient satisfaction, while maintaining a strong commitment to the organization’s humanitarian mission.

MAIN TASKS AND RESPONSIBILITIES:

EXTERNAL RELATIONS MANAGEMENT:

Represent the hospital before local health authorities, international organizations, donors, and the media, in consultation with the Board of Directors and/or CEO. Support the Country Director or, in his absence, manage and develop relationships with public bodies, institutional partners, and stakeholders, with particular attention to the healthcare sector and the training of professional categories relevant to the hospital’s activities.

· Maintains relationships with national and international partners, government agencies, and NGOs to ensure appropriate coordination across the organization’s healthcare activities.

· Manage press relations by participating in interviews, press conferences, and institutional meetings.

· Work closely with the organization’s communications teams to ensure an effective communications strategy.

MANAGEMENT AND HARMONIZATION OF HOSPITAL ACTIVITIES:

· Supervise and harmonize all hospital activities, ensuring compliance with EMERGENCY standards and guidelines

· Ensure close collaboration between the Medical Coordinator and the managers of non-healthcare areas (or the Operations Manager, where present) for the proper functioning of the hospital, synthesising the priorities arising from the healthcare activity with the resources made available by the operations area, resolving any unforeseen needs by consulting with the Country Director, the Area Director and the relevant desks.

· Directly supervise the operations area, ensuring that all activities are carried out in accordance with the defined strategic objectives.

· Monitor the implementation of the objectives and activities established in the hospital’s strategic and operational plan, in line with what was agreed upon with the Area Director and the Medical Coordination Unit (MCU).

HUMAN RESOURCES MANAGEMENT AND WORK ORGANIZATION:

· Coordinate the project’s human resources, collaborating with the FOD HR Department and the Department Managers for personnel planning and management, including HR Sizing, Recruiting, Training and Performance Management activities.

· Supervise and manage the performance of non-healthcare staff, ensuring the proper assignment of tasks and responsibilities within the Center and participating in the performance evaluation process in close collaboration with the Department Heads.

· Coordinate the implementation of any structural or organizational changes to optimize hospital efficiency.

· Organize and facilitate internal communication between different departments and hierarchical levels to optimize workflows.

FINANCIAL MANAGEMENT AND BUDGET:

· Participate in the preparation and oversight of the annual hospital budget, ensuring that the budget is aligned with the hospital’s strategic and operational objectives.

· In collaboration with the administrative department, constantly monitor consumption and expenses, ensuring the effective allocation of resources and compliance with defined financial constraints.

· Collaborate with the Administration and Grant Management Departments to manage financial flows and funds to cover project costs.

· With the support of the administrative department, monitor operating costs, identify any areas of inefficiency, and propose solutions to optimize the hospital’s financial management.

DEVELOPMENT OF NEW PROJECTS AND OPPORTUNITIES:

· Assist the Board of Directors or, in their absence, directly identify and propose new opportunities for developing hospital services and new areas of intervention that are in line with EMERGENCY’s priorities.

· In the absence of the Board of Directors, collaborate directly with the Grant Management and Foundations team to identify funding and donors that can support the hospital’s development and expansion and, in any case, contribute to the writing of proposals.

EMERGENCY MANAGEMENT AND CONTINGENT PLANNING:

· Ensure the hospital is prepared to handle emergency situations, including health crises, natural disasters, or other unforeseen issues.

· Coordinate the development and implementation of emergency plans to ensure a rapid and effective response when necessary.

· Work closely with local authorities and other emergency organizations to coordinate responses in critical situations.

REQUIRED REQUIREMENTS

· Degree in Medicine, Economics, Healthcare Management, Engineering Management, or a related field.

· Previous experience in the operational management of hospital facilities or international healthcare programs (at least 5 years)

· Proven skills in financial planning, human resources management, and complex project implementation.

· Experience in analyzing and monitoring healthcare performance.

· Excellent communication and people management skills, with a particular focus on team motivation and professional growth.

· Fluent knowledge of the English language (minimum level required: C1).

· Willingness to work in complex contexts and in areas of intervention with limited resources.

Availability Required: Minimum one-year availability with the possibility of extension, including an onboarding/training period, to be agreed upon with the Area Director.
