ORGANIZATIONAL UNITS:

- Technical Coordination and GFCS support (TCG) unit (one position)
Under the overall guidance of the Director, Development Partnership Office and the direct supervision of the Head of the Project Development and Management Unit (PDMU) (one position) and the Head of the Technical Coordination and GFCS support Unit (TCG) (one position), the incumbents will collaborate closely with relevant WMO departments, Members and partner organizations. The Project Development Officer’s primary responsibility is to develop extrabudgetary projects in line with Members’ needs and WMO Strategic plan. The incumbent will perform the following duties:
(a) Collaborate with Members, relevant colleagues and development partners in developing project proposals and mobilizing financial resources including engaging development partners such as CREWS, Adaptation Fund and the Green Climate Fund;
(b) Ensure alignment in project development with broader strategic objectives and initiatives of WMO and development partners;
(c) Liaise with project technical focal points (identified by relevant departments) to ensure projects are developed according to WMO policies, technical norms, standards and guidelines;
(d) Organize Project consultation and validation meetings with relevant Members, partners, and donors;
(e) Maintain up to date and accurate project data, information and documentation to facilitate monitoring and evaluation of project activities, and to institutionalize and disseminate knowledge;
(f) Identify project risks, propose mitigation measures as needed;
(g) Support the development of relevant communication materials, awareness and visibility raising materials;
(h) Prepare relevant documentation for the WMO Project Management Board;
(i) Coordinate the work of consultants and service providers engaged in project preparation, with support from relevant technical units;
(j) Maintain the overview of ongoing project pipelines and project development;
(k) Perform other relevant duties to ensure successful project development.
QUALIFICATIONS
Education
Master’s degree or equivalent in natural sciences, meteorology, climatology, international relations/international development, business administration or a closely related field. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience
– A minimum of five (5) years of combined national, regional and international progressively responsible experience in project or programme development and management.
– Experience in the administration and oversight of financial resources including project budget planning.
– Experience in project development and a good understanding of the processes and requirements of key international donors, in particular climate funds such as the Climate Risks and Early Warning System (CREWS), Adaptation Fund (AF) and the Green Climate Fund (GCF).
Other requirements
– Understanding of challenges related to the development and implementation of projects particularly in Least Developed Countries (LDCs), Small Island Developing States (SIDS) and Developing Countries.
– Strong analytical, organizational and problem-solving skills.
– Excellent communicator and facilitator with a wide-range and multi-culture stakeholders including national governments, development partners, inter-governmental regional organizations and non-governmental organizations.
– Ability to work in a multicultural environment and to foster diversity, team spirit and collaboration.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.
