Evaluation Officer (P4) At World Meteorological Organization

This position is located in the Internal Oversight Office (IOO) of WMO, in Geneva. The IOO is a functionally and operationally independent office responsible for providing professional and objective oversight functions designed to improve operational efficiency and effectiveness, to reinforce a culture of accountability and to strengthen the ethical climate of the WMO.

The primary objective of the Evaluation Officer is to conduct evaluations of WMO programmes, projects, initiatives, strategic objectives, policies or functions and participate in the continuous development and improvement of professional evaluation methods and practices in IOO.

The incumbent will report to the Director, Internal Oversight Office, and will perform the following duties:

a) PLAN, CONDUCT, AND MANAGE INDEPENDENT EVALUATIONS in line with the UNEG Norms and Standards and the WMO Evaluation Policy, ensuring professional quality and methodological rigor.

b) SUPPORT WMO’S DECENTRALIZED EVALUATION FRAMEWORK by working with technical departments on evaluations of their projects or initiatives, including providing coordination and advisory support, assisting in the engagement of external evaluators, identifying and overseeing consultants or experts, and participating in field missions and/or evaluation team meetings as required.

c) PROMOTE A CULTURE OF ACCOUNTABILITY AND LEARNING by analyzing evidence and lessons, preparing syntheses and summaries of evaluation findings and recommendations, developing tailored presentations for specific audiences and platforms, and working with internal and external stakeholders to enhance the use of evaluation evidence in policy, programme, and project design.

d) DEVELOP AND MAINTAIN WMO’S EVALUATION FRAMEWORK, including the Evaluation Policy, strategies, operational guidelines, and annual evaluation plan for programmes, projects, and interventions, while identifying evaluation needs and priorities.

e) ENSURE QUALITY AND CONSISTENCY OF EVALUATIONS by promoting good practices, conducting peer reviews of the evaluation function, and aligning WMO evaluations with UNEG Norms and Standards.

f) PROMOTE THE USE OF EVALUATION across WMO, encouraging application of lessons learned and recommendations in decision-making and operational improvement.

g) MAINSTREAM CROSS-CUTTING ISSUES such as equity, gender, and inclusion of persons with disabilities into evaluation processes.

h) SERVE AS IOO’S FOCAL POINT FOR EVALUATION in interactions with external stakeholders and represent IOO/WMO, as delegated, in the United Nations Evaluation Group (UNEG) and other inter-agency evaluation forums.

i) CONTRIBUTE TO OTHER OVERSIGHT ACTIVITIES such as internal audits, performance audits, and investigations, as required.

j) PERFORM OTHER RELEVANT DUTIES as assigned.

QUALIFICATIONS

Education
Master’s degree or equivalent in programme evaluation, public administration, environmental sciences, meteorology, climate science, or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience
– A minimum of seven (7) years of progressively responsible experience in the evaluation of international projects, programmes and policies is required.
– Experience in managing evaluations in international organizations is required.
– Knowledge of evaluation methods is required.
– Experience in audit, inspection, or other oversight functions in an international organization is highly desirable.
– Experience in the use of digital tools and artificial intelligence in evaluation is desirable.
– Experience in managing evaluation teams would be an asset.

Languages
Excellent knowledge of English (both oral and written). Knowledge of French is desirable. Knowledge of other official languages of WMO would be an advantage.
