Bid Manager – MENA At Oxfam

TEAM PURPOSE: The MENA Business Development team works across the confederation to support country teams in securing quality income aligned with Oxfam’s Global Strategic Framework.

JOB PURPOSE: The Bid Manager-MENA works closely with countries in MENA region, Oxfam International (OI) regional team, and staff from Oxfam Great Britian to bring together well-performing bidding teams to successfully pursue large grant and tender opportunities.

The role will contribute towards:

  • Increasing institutional income in the MENA region.
  • Building stronger funding relationships and providing additional capacity.
  • Build a new partnership with Oxfam International regional platform at MENA to advance Oxfam goals.

DIMENSIONS OF THE ROLE

  • Lead, develop and promote best practice in bid/proposal management ensuring all processes and deliverables uphold the organisation’s values, including climate justice, feminist principles, and decolonial approaches.
  • Develop and managing existing significant processes.
  • Support the MENA pipeline to build robust donor account plans.
  • The job encompasses work that demands understanding of MENA’s geography and key thematic topics, leveraging both technical knowledge and professional experience. Frequent internal/external negotiations with potential consortium partners, country and regional stakeholders.
  • Providing direct bid coordination and proposal input, delivering technical advice and professional leadership on bid development and management for opportunities (large, multi-country, regional) lead by MENA region.
  • Strengthens bidding process and build capacity across the MENA region by working alongside OI regional and country teams and OGB internal & external stakeholders.

KEY RESPONSIBILITIES

Strategic leadership on bid development

  • In consultation with the strategic partner countries and Oxfam regional team provide leadership to bid management for strategic bids/proposals in MENA countries from a range of donors including institutional as well as non-institutional and non-traditional donors such as private foundations, philanthropic networks and other innovative funding sources.
  • Lead on analysing call for proposal requirements (Request for Proposals,invitation to Tenders Terms & Conditions etc.) to support the bid team to develop donor responsive & compliant bids/proposals.
  • Provide effective bid project management for strategic grant and tender opportunities, including planning,proposal/bid kick off meetings, define ways of working, monitor the bid development process, coordinating bid reviews and ensuring timely submission.
  • Work with the key stakeholders at regional & country level to deliver successful proposals according to donor requirements and Oxfam quality standards.
  • Act as bid/proposal writer and editor by bringing technical and non-technical inputs.
  • Help develop effective bid/proposal winning strategies; support establishing multi-stakeholder consortiums/partnerships; negotiate teaming agreements; assemble bid/proposal development teams; and prepare all necessary groundwork for bid/proposal development.
  • Provide technical assistance, support and advice to staff working at country and regional level on bid development, including basic bid-cycle management, logical frameworks, bid/proposal budgeting, theories of change and bid development processes.
  • Provide hands-on support to fill capacity gaps at country and regional level when needed.

Bid management systems & processes

  • Lead on developing & implementing the bid/proposal development systems and processes for MENA region in collaboration with Regional Business Development Manager-MENA (RBDM).
  • In consultation with the RBDM-MENA, develop and rollout regional training & capacity development initiatives with focus on large grants & commercial contract opportunities.
  • Develop relevant institutional donor specific resources which can be re-purposed for different solicited and unsolicited proposals, capacity statements and other donor facing documents.
  • Lead on identifying setting systems and processes for approaching new funding modalities such as framework agreements and commercial contracts.

Pipeline Management

  • Under the leadership of RBDM-MENA, build better understanding of the programme and funding priorities MENA countries and develop a strategic response plan for countries and region.
  • Work with MENA countries to better understand their pipeline and bid management needs and capacity.
  • Identify, build, and track a regional opportunity pipeline of funding and partnership opportunities aligned with MENA strategic programmatic priorities.
  • In collaboration with RBDM, gather and analyse donor intelligence and funding trends in the region, including upcoming opportunities, strategic shifts and emerging modalities, to inform pipeline planning and donor engagement strategies.

Strategic donor & partner engagement

  • Under the leadership of the RBDM identify and map the key donors in MENA with large grant and commercial contract opportunities. Develop and implement a road map to pursuethe key opportunities along with clear regional donor account plans.
  • Support the RBDM to map the potential private sector and NGO partners for large grants & commercial contract opportunities.
