SUMMARY OF THE PROJECT
The CAP-RED program will be Australia’s flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience over the next five years, with a possible three-year extension. The program will support Cambodia in implementing a range of necessary economic reforms to maintain the country’s economic transition. These reforms are primarily aimed at encouraging more productive and inclusive public and private investment, which promotes sustainable and resilient growth. The interventions will primarily focus on four inter-related policy areas: infrastructure, trade and investment, agriculture and agro-processing and gender and inclusion.
SUMMARY OF THE POSITION
The Head of Performance and Learning will report directly to the Facility Director and will provide advice and support to CAP-RED’s Monitoring and Evaluation, Research, Knowledge Management, and Communications and MIS teams, in the following areas: activity monitoring, including data and information collection; research and analytics; and evaluating, reporting, and communicating CAP-RED results and lessons learned. The Head of Performance and Learning is also in-charge of contributing significantly to the Program’s overall implementation strategy and technical direction, as well as maintaining quality relationships with key program stakeholders.
KEY RESPONSIBILITIES
The Head of Performance and Learning role includes the following responsibilities:
Program Strategy and Performance
Lead and manage the M&E and data teams to:
contribute to the development of the Program MEL Framework, including program logic; key performance indicators and evaluation questions; methods for sampling, data collection, management, analysis, and processing – including baselines; and processes for encouraging uptake and use of MERL information;
design and implement the overall program’s monitoring and evaluation system, including tools and instruments for capturing, analysing, storing, and sharing information as prescribed by the MEL Framework;
develop and implement methodologies and standards for monitoring and evaluating project activities and improving data quality. In addition, s/he will develop presentations and written reports based on findings;
develop and maintain robust systems to store, manage and retrieve monitoring and evaluation information and data;
collate and analyse monitoring and evaluation data from partners and other sources and provide reporting on the program’s outcomes;
identify any risks to the program’s ability to report on its achievements;
utilise the M&E system to provide insights into refining or reshaping approaches, and provide a basis to scale areas of work up and down to maximise impact and value for money; and
communicate results to DFAT and other key stakeholders, as required.
Research and Analysis
Provide direction including:
commissioning relevant analytics and research, to support learning and decisions;
providing input to methods proposed methods and quality assurance and oversight to implementation and findings; including final products;
developing presentations and written reports based on findings; and
ensuring that any relevant findings feed into the Program’s strategy and communications, are accessible to a broad audience and contribute to the achievement of Program objectives.
Communicating CAP-RED’s Results and Lessons Learned
Provide guidance and leadership to ensure:
high quality public reporting of CAP-RED’s performance; and
accuracy in messaging of CAP-RED’s data, results, and learnings.
Provide technical advice on the program’s communications strategy and oversight on its effective implementation
Support and Facilitate Knowledge Collection, Management and Sharing
Provide technical advice and oversight on designing and implementing effective learning activities – in collaboration with other M&E, Knowledge and Learning team members, work with stakeholders to scope and implement appropriate and effective knowledge capture and sharing activities;
Provide direction to ensure:
Effective management of the program’s website and community engagement on the Program’s social media;
Successful execution of knowledge sharing events
Program Reporting
On-time delivery of reports, in an agreed format and to a high level of quality, including but not limited to:
All inception phase deliverables, as per the requirements and schedule outlined in the program mobilisation plan;
Six-month Progress Reports and Annual Reports against the MEL Framework;
Input to DFAT’s annual performance reporting;
Input to CAP-RED’s annual work plans and any other key programs documents;
Revisions as needed to the MEL Framework; and
Activity Completion Report.
JOB REQUIREMENTS
Minimum Experience:
15 years’ relevant experience in one or more professional disciplines, or equivalent combination of relevant education and experience including in program management and implementation;
Demonstrated professional leadership and ability to lead a team of professionals, as well as the ability to coach and mentor more junior staff; and
Demonstrated experience in monitoring and evaluation, knowledge management, communications and MIS
Essential Skills:
Strong team leadership, risk management, and organisational and management skills;
A demonstrated general understanding of Cambodian development issues;
Demonstrated ability to develop constructive and supportive working relationship with colleagues as well as work effectively with senior government and non-government stakeholders;
High level policy and analytical skills;
Excellent cross-cultural, interpersonal and communication skills, including the ability to convey concepts clearly and concisely;
Ability to analyse, plan and develop appropriate responses to complex situations including a solid foundation and ability to conceptualise, design and implement major projects, and produce key program reports and milestones;
Knowledgeable and experienced with DFAT contracting policies and procedures; and
Highly advanced English written and oral communication skills.
