About Diakonie Katastrophenhilfe (DKH):

Protestant Agency for Diakonie and Development (Evangelisches Werk fur Diakonie und Entwicklung- EWDE) – Diakonie Katastrophenhilfe (DKH) – with headquarters in Germany, is a humanitarian agency providing funds for emergency aid worldwide. DKH’s Regional Office West and Central Asia, based in Amman (Jordan) provides comprehensive program support to DKH Project Offices and local partners in the region. The Middle East Multiple Country Program (ME-MCP) currently implements programs in Türkiye, Syria, Lebanon, Gaza/oPT, and Iraq.

Background and objectives:

Currently, the Türkiye program is implementing multiple projects in Türkiye responding to the February 2023 earthquakes that affected the country (and Syria).

To play an active role in the earthquake response in Türkiye, DKH developed a Crisis Strategy (2023-2025) that outlines the need for ongoing Protection and MHPSS interventions targeting refugees. According to DKH’s approach, the projects are implemented through local partner organization, “Support to Life”. Through this consultancy role in cooperation with the Protection Advisor, DKH intends to be able to technically support our partner organization in the implementation of individual protection- specifically MHPSS- interventions. DKH’s protection program, together with its partner, aims to connect vulnerable and marginalized communities to available governmental and non-governmental services using case management, individual protection intervention, outreach, and MHPSS approaches. The protection program addresses and mitigates protection concerns of the vulnerable/marginalized refugees in Türkiye through the provision of critical information and awareness raising on rights, obligations, and services available. Furthermore, sensitization and advocacy work are undertaken by connecting with key stakeholders and service providers to assist vulnerable individuals in accessing basic, social, and protective services available under the provisions of Temporary and International Protection regulations in Türkiye.

Consultation Service Summary:

Title: MHPSS Advisor “Consultant”

Location: Home based position “Inside Turkey” with frequent trips to field locations. The applicant should be based in Türkiye, preferably in one of the field locations of the projects (Gaziantep, Hatay, Adiyaman or Kahramanmaras)

Starting date: 01.10.2025

Contract duration: Short-term consultancy contract: 8 months

Reporting to: Country Program Coordinator – Turkey

Working under the supervision of the Country Program Coordinator and in close cooperation with theProtection Advisor and local partner of the organization, the MHPSS Advisor for the Türkiye earthquake response program is responsible only for MHPSS aspects to fulfill the following tasks:

Required Responsibilities

  • Support the development of new methodologies, SOPs, and curricula to be adopted while implementing projects.
  • Provide support to staff in implementing MHPSS interventions, including 1 to 1 supervision.
  • Support the implementation of DKH’s Crisis Strategy.
  • Review and support from a technical point of view the projects’ related reports.
  • Support the preparation, follow-up, and reporting of MHPSS-related assessments as needed.
  • Support the partner in the development of a GBV prevention and response strategy and delivery of GBV risk mitigation services.
  • Support the partner in observing MHPSS trends and protection risks and guide the writing of the advocacy papers.
  • Monitor the implementation of different protection activities related to MHPSS, such as individual PSS sessions, group PSS sessions, individualized protection interventions for the most vulnerable, GBV case management and provide supervision to staff in accordance with technical standards to increase quality in delivery.
  • Conduct field visits to different project locations to observe the implementation of MHPSS activities and provide strategic and on-the-job training based on identified needs and in line with the capacity-strengthening plans.
  • Developing contents for relevant MHPSS and MLI sessions.
  • Work with the MEAL team to support the development of appropriate M&E and learning including knowledge management.
  • Engage in active learning discussions with protection and MHPSS staff within STL and DKH on protection and MHPSS related issues.
  • Actively Represent DKH in MHPSS Sector and AoR meetings.
  • Share monthly activity plan with DKH CPC at the beginning of each month
  • Weekly-biweekly checkups/follow ups with DKH CPC and Programme Officer
  • Close communication with DKH team on activities (change in monthly plans etc)
  • Sharing report on monthly activities (short half page reports at the end of the month)

Timeline:

The MHPSS Advisor is expected to work maximum 10 days a month, starting from the date of signing the agreement till April 2026, for a total of maximum 70 days of duty, excluding travel days to the field – when needed.

Language:

The working language of DKH is English, however the supervision sessions are expected to be in Turkish. So, the MHPSS Advisor is expected to be fluent in Turkish and English.

Knowledge of Arabic will be considered as an advantage.

Minimum Requirements:

  • Minimum bachelor’s degree/master’s in psychology, or other related fields. Preferably having clinical psychology degree.
  • At least 7 years of experience in project planning, implementation, and review of projects related to MHPSS, including both own and implementation through national partners.
  • Excellent presentation, oral, and writing skills in Turkish and English.
  • Demonstrable previous experience in MHPSS strategy development and creation of different programmatic tools and SOPs.
  • Solid knowledge of MHPSS and protection concepts, standards, and trends.
  • Solid knowledge of the context in Türkiye.
  • Experienced and confident in representation with government at all levels; donors, UN agencies, and the cluster system; peer I/NGOs.
  • Inspirational trainer and mentor on MHPSS technical aspects with good interpersonal and facilitation skills. Experience in one-on-one supervision sessions for psychologists preferred.
  • Demonstrated ability to anticipate delays and bottlenecks, analyze risk, and pre-emptively manage it.
  • Knowledge of and experience in Child Protection and GBV.
  • Three References.
  • A proof of Self registration for sole traders – or equivalent registration

Budget Proposal:

  • The proposed budget should indicate the daily rate for a maximum of 10 days of effort in a month, distributed according to the deliverables mentioned above.
  • Logistical arrangements for the mission must not be included in the budget proposal, as they will be reimbursed separately.
  • The daily rate is considered as a net rate, and DKH will be responsible to pay all taxes in Germany while taxes in the consultant’s home country are within the liability of the consultant.
  • Payment of the contract will be released in EUR or in the local currency via bank transfer according to the payment schedule to be determined in the contractual agreement within 30 days of submission of the invoice.

Bids Evaluation Criteria:

The evaluation between the bidders will be based on the following criteria:

– Education Certificate:

score: PASS/FAIL

If the bidder failed to provide the certificates the score will be FAIL.

– A proof of Sole traders / self-employed individuals registration or equivalent :

score: PASS/FAIL

If the bidder failed to provide the proof of self registration the score will be FAIL (based on the committee decision).

– Proof of 7 years of Experience (previous service contracts):

score: PASS/FAIL

If the bidder failed to provide proof of 7 years of a previous experience such as previous contracts the score will be FAIL

– Interview feedback: 70%

Score will be based on the interviews results related to the minimum requirements.

– financial Offer: 30%

Best Price achieves best score.

*FAIL score will disqualify the bid based on the committee decision.
