COOPI Cooperazione Internazionale is a secular and independent Italian humanitarian organization that fights all forms of poverty to improve the world. Founded in 1965, COOPI is currently present in 33 countries in Africa, Latin America and the Caribbean, and the Middle East, with both emergency and development projects carried out by expatriate staff—an average of over 270 people per year—and national staff. The main institutional funders are the European Union (ECHO and INTPA), USAID, UN agencies, the Italian government, local authorities, and other European governments.
- Description of COOPI in the country
Since 1999, COOPI has been present in Colombia, supporting communities affected by armed conflict and natural disasters. As part of its action, COOPI, together with its partner organizations UNAD Universidad Nacional Abierta ya distancia and Universidad San Francisco de Quito USFQ, is currently a beneficiary of a project within the framework of the Amazonia+ Program, financed by the European Union and implemented by the Italian Agency for Development Cooperation (AICS), FIAP-Foundation for the Internationalization of Public Administrations, and EF-Expertise France to carry out the implementation of the regional project “AmazonÃa Viva: regional articulation for the conservation and protection of its landscapes and ecosystems”, focused on the prevention of deforestation, environmental degradation, and forest fires. The action will be implemented in Bolivia, Colombia, Ecuador, and Peru, with some activities to be carried out remotely in Venezuela and Brazil. The project will be coordinated from Colombia. The intervention is implemented in collaboration with national and local actors through capacity building, interregional dialogue, scientific research, and pilot projects in strategic landscapes in the Amazon. Over the years, COOPI has worked in key sectors such as protection (GBV, child protection, human trafficking), WASH, disaster risk reduction, and livelihoods, participating in humanitarian coordination spaces in all countries of interest.
- Job description
For the implementation of this project, COOPI is seeking a Project Manager to coordinate the administrative and financial management of the Amazonia+ program. The candidate will work on-site in Colombia, with visits to the intervention countries, ensuring proper financial execution and compliance with the administrative procedures required by AICS, the EU, and in accordance with COOPI’s procedures. Their responsibilities will include financial planning, documentation of all transactions, and preparation of the required administrative reports to ensure transparency and compliance with donor criteria.
- Areas of responsibility
Administrative and financial management
- Ensure the efficient, transparent, and compliant use of the project budget, ensuring compliance with AICS, EU, and COOPI regulations.
- Develop and execute periodic financial plans in close coordination with the Project Coordinator and under the supervision of the Country Manager.
- Keep track of expenses and verify that all transactions comply with established administrative and financial procedures.
- Coordinate cash flow and fund management in the four implementing countries (Colombia, Ecuador, Peru, and Bolivia).
- Prepare financial reports for both the donor and those required by COOPI in compliance with the country’s legal regulations.
- Support the administrative, accounting, and financial procedures required by the country’s administration in Colombia.
Budget control and accounting
- Oversee the correct allocation and execution of project funds based on the approved budget.
- Regularly monitor expenditures and oversee accounting and management of the cash fund and project account using COOPI management tools.
- Verify consistency between the planned budget and actual execution, alerting to possible deviations and proposing adjustments when necessary.
- Record and organize all financial transactions in COOPI’s and the donor’s accounting systems.
- Ensure that expenses are properly documented and supported with receipts, invoices, and supporting documents, in accordance with required procedures.
- Validate the funding request by country and submit the consolidated request to ensure a steady flow of cash across countries.Preparation of financial and administrative reports
- Prepare periodic financial reports required by COOPI and the donor, ensuring accuracy and timeliness of delivery.
- Support the consolidation of financial and administrative documentation for internal and external audits.
- Ensure the correct classification and filing of the project’s administrative and accounting documentation.
- Coordinate with project partners the timely and accurate delivery of financial reports to ensure cash flow for each project component.Coordination and administrative support
- Coordinate with the financial teams of the implementing partner organizations to ensure harmonization and consistency of administrative procedures.
- Provide training to field teams in administrative and financial matters when required, as well as to project partners.
- Provide administrative support to the project team on contracting, procurement, and logistics issues.
- Manage contracts, agreements and administrative processes related to the development of the action.
- Conduct follow-up visits to the intervention countries to ensure proper management of the project’s archive and resources.
- Ensure administrative and financial compliance with the allocation of funds to third parties designated for pilot projects in each country.
- Support the coordinator in any necessary requirements, based on any requests, to carry out specific project activities.Regulatory compliance and auditing
- Ensure compliance with the administrative and financial procedures established by the EU, AICS and COOPI.
- Support the preparation and execution of financial audits, providing the required documentation and information.
- Implement internal control mechanisms to minimize financial and administrative risks.

Essential
- University degree in Business Administration and/or Economics and/or Accounting and/or Finance. Up to 7 points
- Minimum of three (3) years’ experience in administrative and financial management of international cooperation projects. Up to 7 points
- Solid knowledge of the administrative and financial procedures of international donors, especially those of the European Union (EU) and AICS. Up to 6 points
- Mastery of accounting and financial tools, including accounting and budget management software. Up to 7 points
- Ability to coordinate with multidisciplinary teams and partner organizations in different countries. Up to 3 pointsDesirable Requirements
- Experience in fund management for multi-sector and/or regional projects. Up to 2 points.
- Knowledge of tax and legal regulations in Colombia. Up to 3 points.
