Context
The Indian Ocean Regional Intervention Platform (PIROI) of the French Red Cross is conducting a disaster risk management program in cooperation with the National Red Cross and Red Crescent Societies of the Southern Indian Ocean zone (Madagascar, Comoros, Seychelles, Mauritius, Mozambique, Tanzania) and the Federation of National Red Cross and Red Crescent Societies (IFRC).
The Southern Indian Ocean region presents multiple risks of natural origin (cyclones, floods, droughts, volcanic, seismic and tsunami risks), some of which are increased by climate change. The epidemic risk (vector-borne diseases, diseases linked to water quality, zoonoses) is also present in the area.
Since 2000, PIROI has carried out 79 development projects and 73 emergency operations in this area, benefiting more than 1.9 million people.
To address the growing challenges of climate change and facilitate the implementation of its strategic framework, PIROI has evolved into the PIROI Center. This regional center of expertise, training, and innovation, based in Réunion, is dedicated to disaster risk management and climate change adaptation.
The PIROI Center’s mission is to provide a space for work and reflection for humanitarian actors, risk management actors, political and development actors, research and training actors, the private sector, and the general public. This pooling of knowledge and skills will be done with the aim of creating synergies to strengthen local, national, and regional capacities.
In a context of increasing risks, the PIROI Center is completing the implementation of its strategic framework for the period 2021-2025 comprising four axes: improving the knowledge and skills of disaster risk management actors; Strengthening the capacities of disaster risk management actors; Prevention and preparation of populations in the Southwest Indian Ocean to make them more resilient to risks; Responding to the priority needs of populations affected by a disaster.
The development of the 2026-2030 strategic framework is currently being finalized.
General job description
MISSION 1: Manage the administrative monitoring of human resources
- Ensure administrative and contractual follow-up: hiring/end of contract, health, insurance, payroll variables, leave, archiving of files
- Ensure proper monitoring of staff through annual individual assessments and consolidate annual staff training needs
- Apply the legal and regulatory texts in force, in accordance with labor law and the collective agreement of the French Red Cross
- Ensure the correct use of Octime
- Supervise the activities of volunteers within the PIROI Center
MISSION 2: Take charge of the recruitment and integration of employees
- Manage the recruitment process
- Promote good practices (ensure proper use of the Carrefour de l’emploi)
- Participate in the establishment of the job description and the job offer, and the identification of the candidate’s profile with the managers
- Participate in recruitment interviews with managers
- Ensure integration monitoring and implement the employee’s integration process
MISSION 3: Support teams in the application of HR policy
- Respond to requests from the team in all HR areas (labor law, training, recruitment, contracts, working hours, quality of life at work)
- Maintain a close and trusting relationship with managers in order to promote proactive and reactive HR management
- Provide HR expertise to teams and advise them on their HR-related decisions
- Ensure that teams apply all HR procedures
MISSION 4: Lead HR policy and carry out studies (20%)
- Implement HR monitoring and reporting tools and relevant indicators
- Promote the implementation of the professional interview campaign and ensure reporting
- Contribute to the deployment of the occupational risk management policy and report information to the PIROI Center coordination/management level
- Ensure that the CRf’s values ​​are taken into account in decisions taken within its scope
- Participate in team meetings, lead thematic workshops

Training and Experience
- Holder of a bac +4/5 level diploma in human resources
- Minimum 2 years of professional experience desired in administrative management of human resources
- Successful experience in recruitment, mastery of techniques and tools
- Interest in humanitarian work and knowledge of the Red Cross Red Crescent Movement appreciated
Conditions and remuneration
- Permanent contract
- 39 hours/week
- 23 RTT and 5 weeks of paid leave per year in proportion to the duration of the contract
- Gross monthly salary: according to collective agreement,
- End-of-year bonus of 1/12th of the basic gross salary
