Context
The Indian Ocean Regional Intervention Platform (PIROI) of the French Red Cross is conducting a disaster risk management program in cooperation with the National Red Cross and Red Crescent Societies of the Southern Indian Ocean zone (Madagascar, Comoros, Seychelles, Mauritius, Mozambique, Tanzania) and the Federation of National Red Cross and Red Crescent Societies (IFRC).
The Southern Indian Ocean region presents multiple risks of natural origin (cyclones, floods, droughts, volcanic, seismic and tsunami risks), some of which are increased by climate change. The epidemic risk (vector-borne diseases, diseases linked to water quality, zoonoses) is also present in the area.
Since 2000, PIROI has carried out 79 development projects and 73 emergency operations in this area, benefiting more than 1.9 million people.
To address the growing challenges of climate change and facilitate the implementation of its strategic framework, PIROI has evolved into the PIROI Center. This regional center of expertise, training, and innovation, based in Réunion, is dedicated to disaster risk management and climate change adaptation.
The PIROI Center’s mission is to provide a space for work and reflection for humanitarian actors, risk management actors, political and development actors, research and training actors, the private sector, and the general public. This pooling of knowledge and skills will be done with the aim of creating synergies to strengthen local, national, and regional capacities.
In a context of increasing risks, the PIROI Center is completing the implementation of its strategic framework for the period 2021-2025 comprising four axes: improving the knowledge and skills of disaster risk management actors; Strengthening the capacities of disaster risk management actors; Prevention and preparation of populations in the Southwest Indian Ocean to make them more resilient to risks; Responding to the priority needs of populations affected by a disaster.
The development of the 2026-2030 strategic framework is currently being finalized.
General job description
MISSION 1: Support programming and planning
- Support and coordinate SERA’s business and system planning at the delegation (strategic) and project levels
- Participate in the design of new project proposals and support needs assessments
- Participate in the planning of monitoring and evaluation surveys for the total duration of the projects
- Participate in the planning of accountability activities, particularly with beneficiaries, partners and donors, and learning and capitalization activities
MISSION 2: Provide technical and methodological support for the implementation of a monitoring and evaluation system for each project and for the PIROI Center
- Coordinate and support project teams in implementing monitoring and evaluation plans for each project, respecting CRf quality markers
- Coordinate the various assessments or surveys to be carried out and provide technical support for their implementation
- Support, in conjunction with the project teams and the regional program coordinator, the monthly monitoring of activities in the field and the updating of indicator monitoring
- Support the configuration of the operational monitoring tool (OSO)
- Support program teams in managing their operational databases
- Strengthen the capacities and knowledge of CRF project teams and operational partners (SN) and improve good practices in monitoring and evaluation (for example, organization of data collection training on Kobo, etc.)
- Support for the development of tools adapted and harmonized to the monitoring and evaluation system
MISSION 3: Ensure the implementation of mechanisms for reporting information and managing complaints from projects and the delegation
- Ensure the sharing of information on the progress and objectives of the project with the beneficiary populations to enable their participation in planning and facilitate their decision-making in the implementation of projects
- Identify existing accountability mechanisms (at local level, of different partners, SNH) and implement a mechanism for reporting information and managing complaints adapted to the populations and the intervention context, in coordination with the SNOIs
MISSION 4: Ensure the implementation of a learning mechanism
- Participate in the learning and capitalization process at the level of the different projects and at the global level of the PIROI Center
- Ensure and coordinate among the program teams the dissemination and diffusion of recommendations and the use of acquired knowledge, particularly through their integration into new projects
Required skills and knowledge
- Organizational capacity
- Good analytical skills (quantitative and qualitative) and ability to find solutions
- Great writing and synthesis skills
- Proficiency in computer tools (office, google, database and other Kobo data collection tools)
- Knowledge and use of field data collection methodologies
- Knowledge or experience of the Red Cross Movement
- Languages: Fluent French and English required (spoken and written)
Training and Experience
- Diploma in project management, human sciences, statistical analysis, monitoring & evaluation.
- Perfect mastery of project management concepts and tools
- Experience in project management and coordination in different sectors of intervention (if possible in health and/or DRR)
- Experience in SERA functions
- Knowledge of the rules and requirements of lessors concerning the SERA approach
- Experience and/or knowledge in communication is an asset
Conditions and remuneration
- 12-month fixed-term contract
- Executive with daily package
- JREP and 5 weeks of paid leave per year in proportion to the duration of the contract
- Gross monthly salary: according to collective agreement,
- End-of-year bonus of 1/12th of the basic gross salary
- Mutual insurance covered up to 50% by the employer
