COLOMBIA ANALYSIS PROJECT (MIRE)
In the framework of the MIRE consortium, ACAPS provides independent humanitarian analysis on the armed conflict, enabling evidence-based programmatic decisions.
Holistic, in-depth analysis of the armed conflict in Colombia is needed to understand crisis context and drivers as well as humanitarian needs, and to provide visibility to the humanitarian impact of the conflict. Information on the armed conflict is often fragmented and its message to humanitarian organizations unclear, while significant information and analysis gaps on under-explored issues present a further challenge for humanitarian decision-makers. Furthermore, analysis often remains on the descriptive level. What is needed is additional explanatory, interpretative, and anticipatory analysis to understand what findings mean, in which context they occur, and what is likely to happen next. ACAPS conducts thematic, regional analysis, and risk analysis including i) context analysis and analysis of the trends of humanitarian impact over time, examining drivers and root causes of humanitarian needs; ii) in-depth analysis of specific thematic issues such as access and protection, forced recruitment, impact of conflict on education, gender, ethnic peoples, etc.; iii) anticipatory and risk analysis aimed at enabling humanitarian decision makers to understand potential future changes that would likely have humanitarian consequences.
Separately, ACAPS provides technical support, capacity building and methodological advice to the consortium´s partners.
ROLE AND RESPONSIBILITIES
Analysis
- Monitor humanitarian developments, review assessments, reports and information products on the armed conflict in Colombia, including but not limited to data and information collected by MIRE partners, to understand the information landscape and current gaps.
- Support the overall informational needs of the humanitarian response through the compilation, synthesis, and analysis of relevant qualitative and quantitative information.
- Support the development of ACAPS knowledge and guidance on better data collection, data preparedness activities, analysis, and reporting.
- Provide support to other analysts and ACAPS colleagues on products, monitoring, and the dissemination of the findings and, within reason, attend follow-up meetings/workshops.
- In coordination with the Team Leader and MIRE key stakeholders, design, research, and draft multi-sector and thematic analytical products, covering key thematic areas of interest.
- Conduct semi-structured interviews with key informants to inform the research process.
Networking
- Maintain close communication with the consortium’s IM Unit and IM units of MIRE partners to access information and stay informed about MIRE partners’ data collection activities.
- In collaboration with the Team Leader, develop and maintain a list/informal network of key interlocutors for information (including sector and agency level, and within the MIRE consortium).
- Prepare presentations and/or represent ACAPS in technical meetings within MIRE (such as the Technical Committee) and within the humanitarian response architecture (such as the IMWG), as needed.
Technical support to MIRE partners
- Support the Team Leader in providing technical advice to MIRE partners on assessment and analysis workflows, methodologies, and questionnaires.
Any other tasks, which may jointly be agreed on, may be added to the job description, as per the project needs.
REQUIREMENTS AND QUALIFICATIONS
- Relevant university degree or higher education, preferably in humanitarian action, social sciences, international relations or international development.
- At least three years of work experience in the field of research, analysis, information management in the NGO/UN sector in Colombia.
- Experience with primary and secondary data analysis processes (qualitative and quantitative) in the humanitarian sector or related fields (development, international relations, social science).
- Experience in data collection, research, and report writing in both English and Spanish.
- Proven ability to deliver against targets and meeting deadlines within a short timeframe.
- Ability and confidence to make judgment calls when interpreting ambiguous data.
- Demonstrated understanding of the principles of emergency preparedness, response and early recovery, and needs assessments in humanitarian crises.
- Experience in carrying out rapid evidence reviews, revising qualitative research tools, reviewing transcripts, drafting summaries, data coding and analysis
- Cultural and political awareness and sensitivity, particularly in relation to the subject matter of the interviews
Required knowledge and skills
- Very strong communications skills, both written and oral
- Fluent written and spoken English and Spanish
- Excellent drafting skills
- Proven ability to synthesize information
- Facilitation and interviewing skills
- Excellent computer skills (Windows, Excel spreadsheets, word-processing).
Desirable
- Experience in data visualisation and GIS
- Experience in statistical analysis (e.g. STATA, SPSS, R or similar)
