The International Emergency Operations Coordinator plays a central role in the proper management of the French Red Cross’s humanitarian interventions internationally.
Based at headquarters, he is responsible for planning, coordinating and monitoring emergency operations, ensuring a rapid, effective and appropriate response to disasters and humanitarian crises.
Leading a team of four employees, he not only ensures their supervision, but also the development of a pool of experts who can be mobilized when needed. Through active monitoring, he evaluates mobilization opportunities and participates in the definition of intervention strategies, in direct contact with the field teams and partners of the International Red Cross and Red Crescent Movement.
It ensures the optimal mobilization of the human, financial and material resources necessary to carry out each mission, while ensuring the quality of the actions carried out. Its role is also to strengthen the capacities of operational teams and to actively contribute to the continuous improvement of the international crisis and emergency management cycle.

1. Supervise and lead the Rapid Response team:
Supervise a team of four employees at headquarters, responsible for international emergency operations. Guide their daily activities, from preparing field missions to technically supervising emergency operations from headquarters.
Promote the development of team skills by ensuring regular monitoring and annual reviews. Also ensure the cohesion and well-being of your employees.
Participate in the management of the pool of mobilizable experts and the training of operational teams.
2. Strategic planning and response preparation:
Ensure humanitarian monitoring and analyze alerts from different crisis contexts, assess the opportunity to deploy an emergency response and develop project proposals to obtain funding.
Participate in technical networks and working groups at the international level related to crisis and disaster preparedness
In collaboration with field teams and Movement partners, participate in defining operational intervention strategies, ensuring that missions effectively respond to identified humanitarian needs.
3. Coordination of emergency operations:
Ensure smooth coordination between headquarters and field teams, ensuring they have access to the resources, information and support needed to carry out their missions.
Collaborate with technical experts and operational teams to ensure that interventions meet humanitarian standards and identified priorities.
Actively participate in the drafting and archiving of intervention plans and post-intervention reports, contributing to the capitalization of experiences and organizational learning.
Monitor the operational and financial logistical processes involved in emergency operations in conjunction with the support coordinators (Logistics and Admin-Finance) of the International Emergency Unit
4. Management of human, financial and material resources:
Identify human, financial and material resource needs for emergency operations, and coordinate their mobilization in conjunction with the teams concerned.
Contribute to the identification and assessment of risks related to emergency operations (security, logistics, environment) and propose mitigation measures to reduce the impact of these risks on operations and personnel.
Supervise team briefings before their deployment in the field as well as their debriefings upon their return, ensuring constructive and relevant feedback to improve future interventions.
Provide technical support for internal emergency preparedness projects and the strengthening of ERU team pools (Definition of the strengthening strategy, support for the definition of sectoral technical workshops and simulation exercises)
5. Communication and accountability:
Ensure regular liaison between field teams, headquarters, partners of the Red Cross/Red Crescent Movement, as well as donors.

Practical information related to the position
Location: French Red Cross Headquarters, Montrouge (teleworking possible 2 to 3 days per week)
Type of contract: 18-month fixed-term contract with the possibility of a permanent contract thereafter
Master ‘s degree (Bac+5/7) in crisis management, international relations, humanitarian action or a related field
Proven experience in coordinating humanitarian emergency operations , with significant field experience within the Red Cross and Red Crescent Movement Solid management
