JOB OBJECTIVES:

As a Supply Chain Manager, you will directly contribute to the logistics performance of HI’s missions in more than 60 countries. You will play a key role in implementing the emergency stockpile management strategy, both at headquarters and in the field, to ensure a rapid and appropriate response in the event of a humanitarian crisis. At the crossroads of purchasing, logistics, and operations, you will work in a stimulating, constantly evolving environment, driven by strong values ​​of commitment and solidarity.

You will join HI’s Logistics Department, within the Purchasing & Procurement division, under the supervision of the Supply Chain Manager. The team is composed of a Purchasing Manager, a Purchasing Assistant, two Supply Chain Managers, and a work-study student. Together, you play a key role in the fluidity, responsiveness, and performance of the supply chain for HI’s humanitarian and development operations.

Your main missions will be as follows:

1) Operational management of purchases and supplies

  • Clarify needs, identify risks, propose mutualizations (framework contracts).
  • Carry out the entire purchasing cycle: sourcing, awarding, delivery, documentation and archiving.
  • Manage suppliers: selection, validation, performance monitoring.
  • Participate in calls for tenders and management of subcontractors.
  • Respond to audits and provide proactive support in emergency situations.

2) Management of stocks and emergency kits

  • Oversee emergency stockpiles at headquarters, Bioport and international sites.
  • Update and structure inventory management processes.
  • Support reliable inventories, analyze consumption and anticipate needs.
  • Ensure adequate rotation of kits in conjunction with emergency divisions (ATLAS, EMT, UNDAC).
  • Train at-risk countries on emergency stockpile management.

3) Emergency response and deployment preparation

  • Manage emergency purchases according to HI and donor standards.
  • Organize kits and packages for deployed teams.
  • Monitor the quality and conformity of the equipment sent.
  • Prepare satellite phone subscriptions, briefings and staff support.

4) Support for internal customers and compliance

  • Work in coordination with finance, logistics and operational departments.
  • Support users in the use of internal tools (e.g. LINK).
  • Ensure compliance with HI and donor procedures.
  • Actively participate in the buyer community of practice.

5) Steering, continuous improvement and reporting

  • Develop dashboards and performance indicators (KPIs).
  • Communicate on the cluster’s achievements and disseminate best practices.
  • Contribute to updating procedures and business documentation.
  • Ensure the dissemination of indicators to internal stakeholders.

REQUIRED PROFILE:

  • You have at least a Bac +2 or equivalent, in purchasing and supply management and/or specialization in Logistics such as IUT Logistics and/or specialization in international transport;
  • You have a minimum of two years of professional experience in administrative management of supplies, stock, transport, international customs clearance and/or purchasing process management;
  • You are able to manage supplier and carrier disputes, process and track orders to suppliers through to delivery, and use an ERP;
  • With excellent analytical and synthesis skills, you are able to ensure communication with internal customers and suppliers, prospect the market and select and choose suppliers;
  • Rigorous, you have very good interpersonal skills and are resistant to stress;
  • You have a perfect command of English (written and spoken)

The premises are easily accessible by public transport (bus, metro). Car parking and a bicycle park are also available. Within the building, access ramps and elevators ensure better circulation. All workstations are located in open spaces, but cubicles are available on each floor for working in peace and quiet if necessary. The workspace is very bright.
