Proposal Summary:
MSI is preparing to bid on the USAID/West Africa Peace through Evaluation, Learning, and Adaptation 2 (PELA 2) Project. The purpose of this contract will be to provide collaborating, learning and adapting (CLA) and monitoring, evaluation and learning support to USAID/West Africa’s peace and governance initiatives, including those focused on countering violent extremism (CVE).
Position Summary:
The Senior Monitoring, Evaluation and Learning (MEL) Advisor will be the project’s point person on MEL topics and collaborating, learning and adapting. The advisor will provide technical leadership to MEL/CLA tasks, including supporting USAID implementing partners in developing appropriate MEL tools, providing guidance on the implementation of alternative MEL approaches such as complexity aware monitoring, and designing and overseeing evaluations. The position will have the status of Deputy Chief of Party and will manage the project in the absence of the Research Director (Chief of Party).

Responsibilities:
- Assist Research Director in working with USAID/West Africa to design and implement a learning agenda.
- Review USAID implementing partner MEL plans and provide guidance to strengthen them.
- Design evaluation scopes of work; identify and orient appropriate evaluation team members; oversee evaluation data collection and analysis; review and edit evaluation reports. Provide training in complexity aware monitoring methods.
- Design and facilitate CLA evidence review pause and reflect sessions with USAID and stakeholders.
- Design and coordinate qualitative and quantitative data collection in support of research projects; ensure conflict sensitive data collection methods are utilized.
Qualifications:
- Master’s degree in international development or a related field.
- Eight (8) years of experience in research, planning and monitoring of donor-funded projects.
- Experience in monitoring and evaluation conflict/CVE related activities or projects.
- Demonstrated ability in management, analysis and processing of data to inform project planning and MEL.
- Experience designing and/or implementing learning agendas.
- Familiarity with USAID CLA approaches.
- Familiarity with complexity aware monitoring techniques such as outcome harvesting, most significant change and/or sentinel indicators.
- Familiarity with development assistance programming, experience in CVE or peace promotion preferred.
- Ability to work effectively in a multi-country and multi-cultural setting as demonstrated by past experience.
- Experience in Francophone Africa preferred.
- Fluency speaking, reading and writing in English and French.
