Field Maintenance Engineer, 16 At UN Relief and Works Agency for Palestine Refugees in the Near East

Provides technical oversight and support of the maintenance of UNRWA premises ensuring reliability, accessibility, safety, operability, and fitness for purpose; coordinates all related maintenance works with other Divisions in the Field Infrastructure and Camp Improvement Department (FICIP) and in other Departments; provides advise to CFICIP on cross-cutting planning issues, related to maintenance works. Plans and leads annual technical surveys of all Agency buildings and installations to determine maintenance priorities, needs and financial requirements and prepares initial costing, accordingly; prepares and updates the Field’s short- and long-term maintenance plans. Assesses existing Agency’s buildings for their structural integrity, regularly and after hazards; provides technical opinion to resolve deficiencies; provides a draft of remedial plans, including the preparation of BoQs, specifications and the selection of proper materials. Manages the planning and implementation of the maintenance works in accordance with the Agency’s Policy, Technical Instructions, and the Departmental overall plans, taking into consideration the available budget, protection, and environmental requirements. Ensures appropriate maintenance log and records are maintained continuously, making sure that information is reflected in the Facility Management Information System (FMIS) correctly and timely; prepares monthly maintenance progress reports or ad-hoc reports required by External and Internal stakeholders. Ensures that all maintenance projects are implemented in accordance with the contract’s conditions and donors’ agreements and within the available budget and time; monitors the preparation, analysis, and revision of maintenance contracts; confers with contractors and other divisions, and resolves payment disputes concerning contract payments and compliance with contract conditions, and in case of deviation, discusses and prepares contract change/variation orders. Conducts special studies, initiatives, and due diligence assignments to improve the Agency’s premises durability and increase the maintenance efficiency; participates in the prequalification and bid evaluation process for consultants and/or contractors in coordination with relevant Department(s). Responsible for sustaining and elevating the capabilities of the Maintenance Division’s staff; assesses their training needs, designs, and provide/or coordinates training sessions. Performs such other duties as may be assigned.
