Under the guidance and direct supervision of the Senior Project Manager, and in close coordination with the Procurement Specialist, and collaboration with the UNOPS Guatemala Programme and Project Office, the Contract Management Specialist is responsible for the development and implementation of strategic and effective contract and supplier management and administration that reflects emerging best practices in international contract management, complying with UNOPS procurement policy, rules, regulations and procedures, ensuring that all parties to the contract fully comply with their respective obligations in the most efficient and effective manner possible, delivering the commercial and operational results required by the contract, with appropriate risk and opportunity management and obtaining the best value for money in the procurement of goods and services in the health sector. The
Contract Management Specialist supervises and directs contract management staff to achieve results in close cooperation with the project/program management team and will have the following key responsibilities:
- Planning and governance (preparation for contract management and oversight)
- People management (ensuring that the right people are in place to carry out contract management activities)
- Contract performance management (ensuring that the service is provided in accordance with the contract)
- Administration and development of contracts
- Contractual and supplier risk management
- Supplier relationship management and development (improving supplier performance and capacity)
- Market management (managing broader market issues that affect the contract, but go beyond the supplier)

Requirements:
A. Education
- Higher University Degree (Master Degree) preferably in Contract Management and/or Supply Chain, Law, Commerce, Business Administration, Public Administration, Finance, Economics or related field plus five (5) years of relevant experience.
- A Bachelor’s Degree, preferably in the above-mentioned areas, in combination with a minimum of seven (7) years of relevant experience may be accepted in lieu of a higher university degree.
- Certification from the Chartered Institute of Purchasing and Supply (CIPS) or a similar international certification will be an asset.
- Knowledge of UN/UNOPS procurement rules and regulations is a clear advantage.
- Knowledge of computer and office software packages, preferably Google Suite or MS Office.
B. Experience
- Minimum five (5) years of professional experience at national and/or international level in the development and implementation of operations and procedures to provide complex contract management services;
Note: The experience must indicate the number of contracts managed, value and type of contracts.
- Experience with various stakeholders is required;

- Experience supervising teams is required;

Desirable:
- Experience with government contracts and general contract law;
- Experience in managing healthcare contracts (pharmaceutical products, medical supplies, equipment);
- Have experience working for organizations of the United Nations System.
C. Languages
- Fluency in Spanish (both written and spoken) is required.
- An intermediate level of English (both written and spoken) is required.
