The Danish Refugee Council (DRC) Programme Colombia has received a grant from various donors for the implementation of humanitarian aid programs in Colombia. As part of its support service processes for the development of operations in offices and on the ground, it is seeking to invite various bidders to participate in the bidding process for the provision of on-site food services (restaurant) in Tumaco. The service will be provided from Monday to Sunday, including holidays . Therefore, it seeks to invite various bidders to participate in the invitation to bid (ITB) process with the aim of generating one or more Framework Agreements for the provision of the requested services.
The initial validity of the Framework Agreement will be for twenty-four (24) months, with the possibility of extension for twelve (12) more months according to the needs of the Organization and conformity assessment.
The maximum amount to be awarded for the generated Framework Agreement(s) is FIVE HUNDRED MILLION PESOS ($500,000,000), however, and given that a Framework Agreement does not represent a firm purchase, but rather establishes a negotiation between the BUYER and the SUPPLIER during the term of this, where the prices must be respected and maintained under the negotiated conditions, THE BUYER will not have any type of obligation to enter into Purchase Orders with the SUPPLIER, so the invoicing for the supply of the total amount awarded is not guaranteed, but rather according to the needs of the Organization in the exercise of its operations.
The Framework Agreement may be awarded on a partial basis, as determined by the bid evaluation committee. Therefore, the estimated maximum execution amount may also be distributed among one or more bidders depending on compliance with the technical specifications of the requested services, based on the principle of “Best value for money.”

Please note that this bidding process has certain selection and award criteria that must comply with three evaluation stages: 1) Administrative, 2) Technical, and 3) Financial. Each stage requires information and documents from the bidder that will determine whether or not it moves on to the next stage. Therefore, your offer must pass the administrative evaluation stage before being considered for technical and financial evaluation. We therefore request that you submit all the documents listed in section IIIA of the ITB document that will be sent to you in the process document package and that the COL_ITB_TCO_Alimentacion begin reading the files in the document package.
