Summary of the position

The Program Manager will oversee and coordinate grant-funded initiatives within SAMS, including Primary Health Care Centers (PHCs), Secondary Health Care Centers, Tertiary Centers, Mental Health and Psychosocial Support (MHPSS) programs, and other health-approved initiatives. This role is responsible for strategic planning, program implementation, monitoring and evaluation, and ensuring alignment with SAMS’ mission and members’ priorities.

Main tasks and responsibilities:

Projects management

  • Perform stakeholders’ analysis using appropriate tools and techniques in order to meet the expectations and gain support for the project.
  • Coordinate resources for the flawless execution of projects.
  • Ensure that all projects are delivered on time, within scope, and within budget.
  • Ensure resource availability and allocation.
  • Prepare and present regular progress reports, updates, and challenges to SAMS leadership and members.
  • Provide guidance and technical support to field staff and facility managers to strengthen program implementation.
  • Serve as the primary point of contact for donors; prepare and submit reports, updates, and respond to queries.
  • Lead development of a detailed project plan to track progress.
  • Use appropriate verification techniques to manage changes in project scope, schedule, and costs.
  • Act as a focal point between SAMS members, healthcare facilities, partners, and donors to ensure effective communication and alignment.
  • Measure project performance using appropriate systems, tools, and techniques.
  • Perform risk management to minimize project risks.
  • Create and maintain comprehensive project documentation.
  • Ensure and track project spending on a monthly basis from all donors.
  • Organize/lead a weekly meeting to review project status with the program team.
  • Review/revise all project reports to ensure accurate information is being reported.
  • Oversee the field reports from the MEAL and Field officers to rectify any issues.
  • Submit the internal and external reports in a timely manner, respecting the deadlines.
  • Participate actively in the proposal writing and project amendments processes (including the writing/reviewing the narrative, budget, and any annex before the submission to the donors)
  • Conduct visits to Syria regularly (40%) to monitor the activities implementation of activities on site.
  • Any other relevant task assigned by the line manager.

Representation

  • Represent SAMS in all relevant fora in relation to the position duties, e.g., UNOCHA, NGOs, and donors.

Staff Management

  • Ensure all project staff have job descriptions and are aware of their responsibilities.
  • Develop performance objectives for each staff.
  • Evaluate staff according to SAMS HR policy.
  • Develop professional development plans for project staff.
  • Delegate appropriately.
  • Build an effective team approach, ensuring project staff are working together effectively.
  • Hold weekly team meetings with project staff for planning purposes, information sharing and problem solving (including the field team).
  • Hold monthly meetings between the team representatives (senior officers) and the Senior Programs manager to update the projects’ progress.

THE CANDIDATE’S REQUIREMENTS

Mandatory Qualifications required:

  • A University Degree in Public Health, Health Administration, International Development, or related field
  • Minimum 4 years’ experience in program management, preferably in health or humanitarian sectors.
