Thanks to its unique expertise in supporting National Societies (Red Cross/Red Crescent) in contexts of small territories and island states around the world, the Directorate of International Operations (DOI) of the French Red Cross (FRC) has reopened the South Pacific Ocean Regional Intervention Platform (PIROPS) in New Caledonia since October 2024. This new platform for disaster preparedness, emergency response, and risk reduction projects in the Pacific, and more specifically in Vanuatu and Fiji. PIROPS is recognized as a key player in the humanitarian response in the Pacific, both among the authorities and actors of New Caledonia and within the International Red Cross and Red Crescent Movement in the Pacific. In addition, in the territory, PIROPS works closely with the Territorial Delegation of New Caledonia (DTNC).
The 3 Oceans project, funded by the French Development Agency (AFD), has a strong component in strengthening decentralized logistics skills. Emergency response projects using resources prepositioned in New Caledonia require rapid and efficient logistics capacity to intervene with regional partners. Risk reduction projects require regular logistical support to implement activities.
The PIROPS logistics team currently consists of a logistics coordinator and a person on a two-year Transport and Logistics work-study program. A VSI ‘Environmental Sustainability’ position, supporting greener and more local logistics initiatives, is pending creation.
The working language outside New Caledonia is English.

Under the authority of the logistics coordinator, the project logistics manager is responsible for:
- Implement logistics operations enabling projects to be carried out (purchasing, transport, storage)
- Supervise the implementation of logistics training with various national companies in the region
- Ensure the application of purchasing and logistics procedures, as defined in the DOI International Operations Manual (MOPI), the AFD/CRF reference framework and other donor requirements.
- Ensure the proper provision and functioning of the PIROPS office resources

Functional link:
- Collaborates internally with the Noumea logistics team, as well as the headquarters logistics department
- Collaborates externally with the logistics departments of the National Host Societies in the countries of intervention, and partners in New Caledonia.

- Preferably, training in logistics (BTS level)
Job Requirements
- Successful experience in providing logistical support to projects and/or in international logistics management (purchasing, storage)
- Knowledge of logistical issues in the Pacific
- Fluent working English (able to conduct a meeting in English)
- Ability to work under pressure and in emergency situations Good knowledge and experience of the Red Cross Movement desirable
- Knowledge of landlord procedures is a plus
- Experienced in presenting reports
- Knowledge of New Caledonia is an important asset.
