Background

The Day After (TDA) is a Syrian civil society organisation working to advance democratic transition, safeguard human rights, promote transitional justice, and strengthen the role of civil society in shaping Syria’s future.

In July 2024, TDA adopted its Fundraising Strategy (2024–2026) and Implementation Plan. Given the evolving context, notably Syria’s entry into a four-year transitional period (2025–2030), shifting donor priorities, and TDA’s expanding programming, it is now necessary to revise and extend this strategy. The updated strategy should position TDA as a proactive and credible partner in the transitional phase and provide a clear roadmap for diversifying and sustaining funding.

Objectives of the Assignment

The consultant will:

  1. Revise and enhance TDA’s Fundraising Strategy and Implementation Plan, aligning them with TDA’s organisational priorities and the four-year transitional period in Syria (2026–2029).
  2. Analyse and align TDA’s priorities with donor agendas — identifying overlaps, gaps, and opportunities.
  3. Develop proactive fundraising tools, including a flagship proposal that presents TDA’s work and priorities during Syria’s transition.
  4. Support proposal development for specific donor opportunities, ensuring high-quality submissions that are competitive and compliant.

Scope of Work

A. Strategy Review and Enhancement

  • Conduct a comprehensive review of TDA’s Fundraising Strategy 2024–2026 and related Implementation Plan.
  • Extend the strategy to cover the transitional period from 2026 to 2029, ensuring that priorities, targets, and funding diversification goals are realistic and forward-looking.
  • Analyse TDA’s programmatic priorities (HLP, transitional justice, institutional reforms, civil society, public opinion, peacebuilding, recovery, etc.) in light of Syria’s transition.
  • Update and refine donor mapping, including bilateral, multilateral, private foundations, INGOs, and corporate donors, identifying concrete funding windows.
  • Recommend practical approaches for strengthening TDA’s donor engagement systems, including communications, reporting, and visibility practices.

B. Donor & Priority Analysis

  • Analyse the strategic priorities of TDA’s current and potential donors (e.g., SIDA, DMFA, EU, UN, GIZ, DRL, IFA).
  • Map overlaps and synergies between TDA’s core priorities and donor agendas.
  • Identify emerging opportunities linked to Syria’s 2026–2029 transition (early recovery, political participation, accountability).
  • Produce a comparative “Donor–TDA Priority Matrix”, visually highlighting matches and gaps.

C. Proposal Development

  • Draft at least one proactive proposal presenting TDA’s vision, core priorities, and added value during Syria’s four-year transition. This proposal should:
    • Be multi-donor friendly (usable as a core template).
    • Integrate TDA’s core lines of effort (HLP, missing persons, civil society, public opinion, peacebuilding, recovery).
    • Include a Theory of Change, logframe, indicative budget, and sustainability section.
    • Serve as a strategic engagement tool for donors.
  • Support TDA in refining proposal templates for future use.

D. Capacity Strengthening & Advisory Role

  • Provide recommendations for strengthening TDA’s internal fundraising systems, including donor intelligence gathering, pipeline tracking, and proposal coordination.
  • Provide ad-hoc advisory support to the Funding & Reporting Manager and leadership team.Deliverables
  • Revised and enhanced Fundraising Strategy, extended to cover the 2026–2029 transitional period, with updated Implementation Plan.
  • Donor–TDA Priority Matrix (mapping overlaps, synergies, and gaps).
  • One proactive proposal articulating TDA’s vision and priorities for the transitional period.
  • At least one donor-ready proposal/concept note.
  • Brief capacity-building advisory note with recommendations for strengthening TDA’s internal fundraising processes.Duration & Level of Effort
  • Assignment period: 3 months (extension possible).
  • Level of effort: approximately 25–30 working days (8–10 days per month).Reporting
  • Reports to TDA’s Executive Director and Funding & Reporting Manager.
  • Direct coordination with TDA’s Funding & Reporting Manager.
  • Regular check-ins and draft reviews to ensure alignment.Consultant Profile
  • Minimum 7–10 years of professional experience in fundraising strategy development and proposal writing for international donors.
  • Proven track record of securing funding from bilateral, multilateral, and private foundations (EU, UN, DRL, GIZ, SIDA, etc.).
  • Strong analytical skills, including the ability to compare and align organisational and donor priorities.
  • Excellent knowledge of the Syrian context, including transition, recovery, and justice challenges.
  • Exceptional writing skills in English (essential); Arabic proficiency is an asset.
  • Strong organisational skills, ability to meet tight deadlines, and deliver high-quality products.
  • Payment Terms
  • Contract based on a daily consultancy rate in EUR (inclusive of taxes and fees).
  • Payments are made upon submission and approval of deliverables.
