Security and Context Officer – Aden, Yemen (National) At Geneva Call

Mission

In situations of armed conflict, Geneva Call, as a neutral, impartial and independent international humanitarian organization, endeavors to strengthen the respect of humanitarian norms and principles by armed non-State actors, in order to improve the protection of civilians, while supporting local communities in their efforts to enhance their own protection. Role

Context & Security Officer is responsible of advising the Country Director and the mission on security risks and procedures, context evolution and ANSA engagement.

Main activities

Security Analysis

  • Design and update security policies and plans for specific actions/events/trips;
  • Write security analysis or incident reports;
  • Updating Security guidelines;
  • Regular trainings of staff on security / Safety matters.

Context follow up

  • Ensure context follow up and BF to colleagues;
  • Produce security regular analysis;
  • Monitors and reports on ANSA behavior;
  • Submission of regular SitReps security and ANSA violations component reports.

ANSA Advise, Networking & Representation

  • Produce ANSA mapping & analysis;
  • Participate in security NGO meetings;
  • Engage ANSA key figures to monitor context.

Main qualifications

Education and experience

  • A graduate degree or equivalent experience in international relations/another humanitarian field;
  • At least 2 years of relevant experience proven in security management in other INGO Yemen;
  • Knowledge of Yemeni ANSA background (and contacts desired);
  • Deep knowledge of Yemeni context;
  • Experience with international organizations is preferred.

Technical skills

  • Good capacity to develop Actors’ mappings;
  • Security analysis and guidelines design capacity;
  • Understanding of International Humanitarian Law is an asset Experience in reporting, monitoring and research;
  • Demonstrable knowledge of issues of humanitarian affairs and humanitarian framework and capacity for in-depth analysis;
  • Experience in advocacy developing professional relationships with various stakeholder including armed actors and civil society and working in a neutral and objective manner.

Personal skills

  • Analytical skills;
  • Ability to work under pressure and in conflict affected settings;
  • Strong communications skills (both written and verbal) at a level appropriate for high level external representation and ability to tailor communications to different audiences;
  • Interpersonal skills with experience of negotiation with weapon bearers and other stakeholders;
  • Willingness and ability to travel at short notice.

Languages

  • Fluent in Arabic is required;
  • Fluent in English.
