SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing relief to populations affected by armed conflicts and natural disasters by meeting their basic needs, such as food, water, and shelter. Particularly committed to combating diseases linked to unsafe water, the world’s leading cause of death, SI’s interventions provide expertise in the areas of access to drinking water, sanitation, and hygiene promotion, as well as in the essential area of ​​food security and livelihoods. Present in 26 countries, SI’s teams – a total of 3,200 people, including expatriates, national employees, permanent staff at headquarters, and a few volunteers – operate with professionalism and commitment while respecting cultures.
The mission
Solidarités International (SI) first intervened in Haiti after Hurricane Jeanne in 2004. Following the 2010 earthquake, its intervention focused on emergency response through activities to provide access to basic Water, Hygiene and Sanitation (WASH) services for vulnerable populations. Since then, SI has become a major player in emergency WASH response and risk reduction related to waterborne diseases in collaboration with the National Directorate of Drinking Water and Sanitation (DINEPA), particularly in the various displacement sites affected by urban violence thanks to its mobile drinking water, sanitation and hygiene team (EMO-EPAH), which is able to deploy to all emergency sites in the country, as well as to the most vulnerable schools in the ZMPP. SI was a key player in the fight against cholera in Haiti between 2010 and 2019, and then against COVID-19. Since the resurgence of cholera in October 2022, SI has been leveraging this expertise and mobilizing to ensure a rapid response to cholera alerts in collaboration with the Ministry of Public Health and Population (MSPP), while working to strengthen community engagement in the fight against cholera and disseminating prevention messages.
Since 2012, SI has also been an influential player in the food security sector, with activities based on the innovative use of electronic coupons with monetary value via the RedRose system, and activities for agricultural recovery and livelihood diversification. SI also has expertise in Disaster Risk Reduction (DRR), and supports municipalities in developing municipal contingency plans and conducting disaster preparedness exercises (SIMEX).
SI therefore relies on the technical expertise and experience of its 50 national employees who work closely with vulnerable populations, on its solid experience of the Haitian context and on its technical expertise in the EHA and SAME sectors at both institutional and local levels.
GENERAL OBJECTIVE:
- The Field Coordinator has the role of Country Director (CD) by delegation in the Metropolitan Zone of Port-au-Prince (ZMPP) for the management of field activities.
- Since the Port-au-Prince base does not exist, this delegation is restricted to project management and security management.
- He/she proposes, depending on the geopolitical and humanitarian context, the strategy on the ZMPP and ensures its implementation once validated.
- He/she monitors and guarantees that projects comply with the Solidarités International charter as well as internal and contractual procedures.
- He/she mobilizes the material and financial resources necessary for the proper conduct of the programs and supervises their management.
- He/she coordinates the teams in place and is responsible for their safety in his/her assigned area.
- In Port-au-Prince, as the basis is also coordination, he/she ensures, with the DP and the Security Manager, a dual role of security guarantor for all teams.
- He/she is the direct and privileged contact of the DP.
SPECIFIC ISSUES AND CHALLENGES:
- This position is a creation following the increase in the operational volume of the mission. It therefore aims not only to achieve the objectives of the position described above but also to eventually envisage a Port au Prince base structure. There are therefore strong internal challenges to rethink roles and responsibilities with the DP, the Program Coordinator, the support coordinators, the project managers and the base security manager. We are looking for a CT experienced in this type of security level but also with interpersonal skills, communication, coordination, and HR management skills that allow for taking up the position in a new organizational chart and operating methods.
- The security issues – level 4 at SI – are numerous, particularly in the context of the deployment of activities in new areas of the ZMPP where SI has less history and must work on its access strategy.
PRIORITIES FOR THE FIRST 2-3 MONTHS:
- Supervision of projects (SAME/EHA) and the 3 project managers, with operational management and security access strategy on the ZMPP.
- Support for the development of new project proposals and support for program, quality and SERA strategy.
- Internal collaboration to formalize roles and responsibilities, and strengthening ties with local and international partners.
SECURITY CONSTRAINTS:
Haiti is categorized as Level 4. Security is quite volatile/degraded in Port-au-Prince due to the presence of gangs but does not prevent the conduct of activities. The mission’s security regulations are strict (8 p.m. curfew in Port-au-Prince).

- Be responsible for the safety of teams and property in their assigned area, under the supervision of the DP.

A salaried position: Depending on experience, from EUR 2600 gross per month (2860 basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.
Breaks: During the mission, a system of alternating between work and leave is implemented at the rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.
Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical expenses, dental and ophthalmological care, and repatriation) and a welfare system that includes war risks. The costs of essential vaccinations and anti-malarial treatment are reimbursed.
LIVING CONDITIONS:
The position is based in Port-au-Prince, and the accommodation offered is in a guesthouse with individual rooms located in a secure compound 1 km from the office. The standard is very good (swimming pools, tennis court, room with private bathroom).
Restaurants, a supermarket, and shops cover all needs.
The office is also decent, well located in a residential area.
