COOPI is looking for a Country Logistics Coordinator in the DRC
Present in the DRC since 1977 , COOPI has greatly increased the number of its interventions in the country, in response to the conflicts of the last 20 years. From Kivu, where there was the first intervention, COOPI’s activities have extended to most crisis zones , in order to implement emergency programs for the benefit of displaced populations and victims of war with a particular focus on nutrition, food security and child protection. In the provinces emerging from the crisis, COOPI is committed to the implementation of multi-year projects to ensure a transition from emergency to development and guarantee harmonious and sustainable development.
COOPI promotes a relevant response to the needs of local populations through a coordination structure in Kinshasa and various operational bases in the provinces. Each year, COOPI implements a dozen projects with funding from the European Union, the Humanitarian Fund, the ICC, and UN agencies.
Job Objective
At the mission level , the Logistics Coordinator, with his dedicated team, is responsible for all logistics and security activities in the country and plays a support, advisory and monitoring role vis-Ã -vis the project managers and logistics assistants in the provinces to ensure that COOPI procedures and rules on procurement, storage of logistics documents, material management and storage of assets, and risk management (security, health, fraud) are known, understood and respected. Capacity building is a key aspect of the position.
Main Responsibilities
Ensure the country’s logistical coordination
- Carry out, monitor or validate (as appropriate) purchasing procedures , the supply of goods/services , transport systems and the technical organization of work in all COOPI field offices in the country, in accordance with what is defined by the procedures;
- Ensure the practical and administrative management of warehouses and the inventory of durable goods belonging to COOPI and those purchased within the framework of projects;
- Coordinate the country’s logistics function at the country coordination level and provide monitoring/support to operational bases;
- Ensure the planning and organization of all logistics activities at the national level;
- Ensure the proper functioning of logistics in qualitative and quantitative terms, at all different levels and in compliance with procedures;
- Ensure that price/supplier databases are kept up to date and regularly cross-referenced with those of similar organisations;
- Provide updated costs and an updated situation of the vehicle and equipment fleet for the preparation of new budgets, upon request from the Country Coordinator.
Ensure the application and implementation of purchases and procedures
- Ensure at country level the correct application of procedures – of COOPI and donors – relating to the acquisition of goods and services (including planning and necessary documents);
- Monitor supplier performance in compliance with COOPI standards;
- Correctly track deliveries and filing of all documentation produced by the process of acquiring goods/services both nationally and internationally;
- Check and participate if necessary in the process of selecting suppliers of goods and services and the awarding of related contracts for calls for tender and framework contracts in the interests of transparency and consistency;
- Provide adequate support regarding the development of the project procurement plan;
- Use the COOPI software to monitor the management and archiving of scans of documents constituting the procedures in the software, ensuring its access at the national level.
Coordinate and manage the vehicle fleet
- To coordinate the administrative and operational management of the fleet of vehicles , machines and generators;
- On the bases follow and control the good administrative and operational management of the fleet of vehicles, machines and generators either with monthly logistics reports or with field visits;
- On the bases, by using monthly logistics reports or by field visits, verify that the handling and repair of vehicles are carried out and that monitoring reports and periodic checks are carried out correctly;
- Ensure that the use of vehicles and machinery complies with the organization’s procedures and country regulations.
Asset and inventory management
- Responsible for monitoring durable goods in coordination through the use of tools provided by the COOPI logistics manual;
- Ensure the monitoring of durable goods on the basis of the tools provided by the COOPI logistics manual;
- Ensure that proper maintenance of durable goods is carried out and that the country has rules for proper use of goods;
- Carry out regular updates of coordination and project inventories on the bases: checks by analyzing equipment monitoring or during field visits.
Inventory Management
- Carry out – and on the basis ensure – the monitoring of storage warehouses and the use of reporting tools by analyzing the stock monitoring of the monthly logistics report or during field visits;
- Ensure that all assets are included in the inventory and checked upon entry and exit from the storage space according to COOPI procedures, as well as their identification and allocation to COOPI or to a specific project.
Management and maintenance of computer systems
- In coordination, ensure the management of the installation, maintenance and monitoring of IT, communication, radio (HF, VHF) and satellite equipment;
- Provide adequate training and support to staff regarding the procedures for using the above-mentioned equipment.
Security
- Responsible for managing the security of the organization’s assets and properties ;
- Collaborate and assist the Country Coordinator / Project Manager on aspects relating to the security of expatriate and local staff;
- Develop and implement the specific security plan and SOPs for the city of Kinshasa ;
- Provide assistance and support in the development of base security plans and SOPs;
- Contribute to collecting security information and implement prevention actions and mechanisms;
- Ensure the dissemination of security procedures by scheduling briefings with new staff and periodic updates with all staff;
- In coordination – and on the bases in liaison with the base personnel – ensure adequate security conditions for the organization’s assets and properties.
Ensure personnel management
- Coordinate, supervise and evaluate staff in hierarchical relationships;
- Organize training for logistics staff operating in the country’s projects (identification of team weaknesses and targeted training);
- Ensure compliance with residency procedures and/or authorization to enter the country;
- Ensure the reception of COOPI staff at the airport and organize accommodation for expatriate staff.
Ensure logistics reporting and documentation
- Ensure that all reports related to the logistics sector are produced as set out in COOPI procedures and Country Regulations (management of vehicles and assets, supplies, purchases, warehouses, staff reports, etc.).
Institutional Relations
- On behalf of the Country Coordinator, represent the organization at logistics cluster meetings and security briefings (INSO, UNDSS, Embassies, etc.);
Candidate Profile
ESSENTIAL
- Diploma in logistics or higher education or LLA (Logistics Learning Alliance) certification in humanitarian logistics ;
- At least 5 years of professional experience in the field of humanitarian logistics;
- Prior experience in logistics coordination of at least 1 to 2 years in similar organizations (in terms of size and constraints);
- Knowledge of French essential;
- Good command of common software;
- Strong organizational skills;
- Willingness to motivate and support teams in emergency contexts ;
- Good physical condition and ability to travel and stay in remote or dangerous areas;
- Excellent negotiation and communication skills;
- Results orientation, desire for improvement, creativity, initiative;
- Ability to work under pressure and independently;
- Interest in training, support and advice to multicultural teams.
DESIRABLE
- Experience with COOPI and knowledge of its logistics procedures.
- Knowledge of the DRC context.
